In Australia, carbon black and PFAS in packaging could be banned by the Department of Climate Change, Energy, Environment and Water (DCCEEW), which has proposed three alternatives for reforming packaging regulations so they can be recycled on a large scale.

Australia’s current national regulatory framework consists of the Australian Packaging Covenant, an industry-led packaging product management program administered by the Australian Packaging Covenant Organisation (APCO) and the NEPM; each state and territory can implement the national regulatory framework through its own laws, but the system has been deemed unfit for purpose because it is unclear who the regime applies to and what their obligations are, there are no clear performance indicators and data is either unavailable or not collected and reported consistently.
As the consultation on the DCCEEW proposals closes on 28 October and the reform is being assessed, industry must continue to meet existing obligations while working towards national packaging targets.
