The Office of the Under Secretary of Defense for Research & Engineering’s (OUSD(R&E)) Office of Strategic Capital seeks a mission-driven executive with an established track record for innovative engagement with both the commercial and government sectors.
The incumbent will serve as the Credit Market Program Lead in the Office of Strategic Capital. The Credit Market Program Lead will be responsible for assisting the Chief Investment Officer, with the management and execution of the Secretary of Defense’s Office of Strategic Capital initiative.
The Credit Market Program Lead will be responsible to:
·??????Lead the Secretary of Defense’s (SECDEF) initiatives as they relate to partnering with federal credit programs where missions are mutually aligned.
·??????Develop and implement the SECDEF’s non-procurement investment initiatives with current acquisition and procurement programs.
·??????Partner with OSD entities and the Services on strategic communication and relationships with private capital investment groups, including institutional funds, private credit funds, corporate lenders, and private equity funds.
·??????Analyze valley-of-death impacts to critical technologies, including coordinating and directing in-depth research into root causes, and recommending corrective policy guidance where procurement-based initiatives would assist in transitioning technologies.
·??????Perform initial credit screening and modeling for available credit opportunities.
·??????Develop process and guidelines for interagency programs related to origination, underwriting, and portfolio monitoring.
The Credit Market Program Lead will have demonstrated success working with a wide range of stakeholders (Congress, Military Departments, and the Office of the Secretary of Defense).
Knowledge and Skills Required by the Position
Incumbent must be an accomplished professional with specialized experience in federal credit programs. Experience should include screening and due-diligence (credit and financial modeling), subsidy calculations, and federal credit underwriting processes.
Experience with both project finance (recourse and/or non-recourse) as well as corporate lending is required.
Experience working with interagency partners in the execution of credit programs is desirable. Understanding of lending into technology and capital expenditure-heavy financings is highly desirable.
Demonstrated experience and comfort engaging with industry and company leaders to understand credit needs and tailor federal credit support around those needs and to the public’s benefit.
Demonstrated ability to address issues in a collaborative manner that fosters teamwork, inclusion, and diversity in the decision-making process.
Demonstrated knowledge and experience in sourcing new ideas for innovations, tools, or approaches that could be transformative, and an ability to apply the most promising solutions into existing efforts.
Demonstrated knowledge of government processes to develop and field capabilities.

Work Schedule: Full-time
This position is subject to drug testing.
This position requires the selectee to obtain a TS/SCI (Special Sensitive) security clearance.
This is a financial filer position – Candidate will be required to file annual financial disclosure.
Travel may be required: 50%
Telework is authorized: Yes
Physical Examination: No
Overtime: This position is NOT approved for overtime.
Relocation costs may be paid per the Joint Travel Regulation.
This is a term appointment of two years with possible extension for three year.
