Ray Brown - Director of Customer Access The Royal Borough of Kensington & Chelsea Council Ray took up his current position in January 2015 and describes his mission as: “To lead, develop and direct the Customer Service and Revenues and Benefits strategy, policy, contractual/performance management and specialist services in order to deliver the Councils’ visions and strategic objectives.”

Myles O’Brien BSc (Hons) MRICS IRRV .Group Director & Head of Business Rates Aitchison Rafferty Property Consultants.Myles joined the company in 2008 having previously been with Jones Lang LaSalle as senior surveyor. He has extensive experience in all aspects of business rates.

Michael Sanders Chief Scientist and Head of Research, Evaluation and Social Action Behavioural Insights Team (BIT) Michael’s team supports BIT’s policy work through the design and analysis of randomised controlled trials, as well as the use of quasiexperimental methods and data science.

Michael Hainge Commercial Director London Borough of Hammersmith and Fulham. Working across the Council to innovate, develop and lead all commercial activities. Specifically, leading and developing procurement, contract management and commercial operations. Minimising spend, maximising value and radically improving profits on traded activities.

Chris Fitch A Research Fellow at the Personal Finance Research Centre, University of Bristol and Vulnerability Lead at the Money Advice Trust Chris has been described by the Money Advice Liaison Group as “one of the UK’s leading practitioners on vulnerability in the financial services, water, energy and retail sector”. As part of MALG’s Mental Health Working Party, he co-led the design of all three editions of the Debt and Mental Health Evidence Form.

Daniel Pearce Business Development Director TELsolutions Dan is Head of Sales & Service Development at TELsolutions. He has more than 23 years’ experience in delivering customer communications that simplify and automate business process for debt recovery. Dan will be presenting customer behaviour adjusting communications for local authorities with Gary Eagle.

Gary Eagle Revenues Team Leader London Borough of Southwark Gary is a Revenues Team Leader at Southwark Council with 14 years of income collection experience. In recent years Gary has led on introducing digital engagement and innovation to Southwark Council’s Tax Service, which has expanded its collection strategy and contributed to Southwark being named 2015 winners of the IRRV Revenues Team of the Year.

Andrew Hobley Assessment Team Leader The Local Government Ombudsman Andrew Hobley has worked for the Local Government Ombudsman since 2001, based in the London office. Having been an Investigator and Senior Investigator he now leads a team assessing complaints to see if they should be passed for investigation.

Nicola Harrington-Carter Director of High Court Services Phoenix Commercial Nicola has been in the High Court Enforcement sector for almost nine years, instrumental in the original setup of The Sheriffs Office before moving with her management team to Phoenix High Court Enforcement. Nicola has a detailed understanding of the Taking Control of Goods Regulations (TCoG) particularly with regards to High Court services and has an in-depth knowledge of the operational management of such work.

Debbie Tuckwood BA (Hons) PGCE FCIEA Doc Soc Sci Head of the Education and Professional Development Chartered Institute of Credit Management (CICM) An expert in credit management training and qualifications, Debbie is responsible for the CICM’s Ofqual regulated Awarding Body, CICM learning provision (open training, in-company and virtual classes) and CICM corporate members.

Vernon Phillips Director General, CIVEA The Civil Enforcement Association An accomplished, forward-thinking, and highly organised senior management professional with over 20 years’ experience that includes transforming a small organisation into a major player in the enforcement industry and positively influencing decision-making at parliamentary level.

Chris Bell Former Senior Officer The Ministry of Justice As someone who worked within the MoJ at a senior level and knows Her Majesty’s Courts & Tribunal Service (HCMTS) well, Chris has a unique insider’s view of the challenges inherent in reforming enforcement law and coming up with an effective system for enforcement agent regulation. Chris will be addressing some of the issues regarding enforcement agent regulation, many of which are long-standing and some of which have emerged since the introduction of the Tribunals Courts and Enforcement Act, and looking to past proposals to see if they provide a future answer to current problems in this area.
