Oracle ULA Certification
The complexities of an Oracle Unlimited License Agreement (ULA) can be challenging, but with careful planning and expert guidance, you can manage it successfully.
Over the past decade, I’ve personally led approximately 50 Oracle ULA engagements, assisting organizations in ensuring compliance, maximizing value, and making informed decisions about their licensing.
Key Steps for Successfully Managing Your Oracle ULA:
If your Oracle ULA is approaching its expiration and you’re considering whether to renew or certify, here’s a step-by-step guide on what you should do:
1. Begin with a Licensing Assessment (Start 6-9 Months Before ULA Expiration):
Timing is critical. Begin your licensing assessment at least six months before your ULA ends, ideally nine months in advance.
This assessment is essential because Oracle ULAs only cover specific products, and it’s common for organizations to unknowingly deploy non-ULA software, leading to non-compliance. (You can start later, too, but the earlier you start, the better results)
Why Non-Compliance Happens:
Performing a thorough licensing assessment is crucial for several reasons:
2. Post-Assessment Actions: Maximizing Your ULA:
Once the licensing assessment is complete, the next step is to maximize the value of your ULA. This involves deploying as much ULA-covered software as possible before your ULA ends.
The reason is simple: Oracle support costs remain fixed regardless of the number of licenses you certify, so it’s in your best interest to certify as many as possible.
Benefits of Maximizing Your ULA Licenses:
Common Oracle ULA Challenges Customers Face:
Managing an Oracle ULA isn’t without its challenges. Here are some common issues customers encounter and how to address them:

Public Cloud Deployments and Lack of Contractual Rights:
Many organizations face difficulties deploying Oracle products in public cloud environments without the contractual rights to do so. However, several strategies can resolve this issue without renewing your Oracle ULA.
Public Cloud Deployment with 365-Day Average Requirements:
Oracle often requires you to certify only an average vCPU usage per 365 days. Although this can be challenging, there are workarounds available. These typically involve licensing optimization activities to align your usage with Oracle’s requirements.
Deployments on VMware and What Happens When the ULA Is Certified:
Organizations that deploy Oracle products on VMware or other virtual platforms often worry about what happens once their ULA ends and the unlimited license option is no longer available. The concern is valid, but it’s important to note that if ULA were the only solution, every large organization would have one. Some contractual strategies allow you to certify your ULA while continuing to run on VMware or other virtual platforms compliantly.
If Our ULA Ends and We Deploy More Licenses Than Estimated, Will Support Fees Increase?
No, your support fees will remain fixed regardless of the number of licenses you certify. Only the standard annual increase, typically around 8%, will apply.
What Will Oracle Say If We Report 20,000 Licenses at the End of Our ULA?
Oracle’s primary concern will be ensuring that your calculations are correct. This is why it’s crucial to get professional help with your licensing. Submitting a report with errors can lead to significant issues, including a potential full audit by Oracle if they believe your numbers are incorrect.
We Have an Oracle ULA and Want to Reduce Our Support Costs. Can it be done??
Yes, reducing your support costs after certifying your ULA is possible. By strategically managing their ULA certification process, I’ve helped several clients achieve a reduction of 50% or more.
