The New AI Agent Development Toolkit

Strategic Timing Amid Growing Competition
The launch comes at a time of increasing competition in the AI agent space, particularly from Chinese startups. Recent days have seen Chinese startup Monica introduce its self-sufficient AI agent Manus, which the company claims outperforms OpenAI's DeepResearch agent. Monica has also announced a collaboration with the team behind Alibaba's Qwen AI models.
Another Chinese startup, DeepSeek, has gained attention from Silicon Valley leaders and U.S. tech engineers for its advanced AI models that reportedly rival or surpass leading U.S. models at a significantly lower cost.
The Future of AI Agents
OpenAI's product leadership has expressed ambitious views about the potential impact of AI agents. Olivier Godement, OpenAI's API product head, told TechCrunch: "It's pretty easy to demo your agent. To scale an agent is pretty hard, and to get people to use it often is very hard."
The company believes that "agents are the most impactful application of AI that will happen," echoing CEO Sam Altman's January prediction that 2025 would be the year AI agents enter the workforce.
Transition Plan for Existing Users
With the introduction of these new tools, OpenAI will continue to support its Chat Completions API for developers who don't need built-in tools. However, the company plans to deprecate its Assistants API after incorporating all its features into the new Responses API by mid-2026.
The Responses API is available to all developers starting immediately and is not charged separately—tokens and tools are billed at standard rates specified on OpenAI's pricing page.
