An Open Letter on V2k and Abusive Neuroscience

I am sending the following letter, or a variation of it, to attorneys, psychologists, journalists, physicians, human rights activists and other interested parties:

I am a free-lance writer, living in NY. I write on psychological aspects of social, scientific and political problems. I also touch upon some unresolved legal issues, in relation to the abusive use of new technologies for surveillance, harassment and illicit human experimentation, activities made possible by the unduly wide permission granted to covert activities for the presumed purpose of "national security."

This type of abuse exists in the USA, Great Britain, Germany, and allied countries. Since the problem remains "off the radar," it seems peculiarly intractable. The ethical violations exist in reality but not within the official and acknowledged context. Without transparency, due check to unreasonable power, or accountability, the "security" establishment has little motivation to clean house. The result is that operations provide low level operators every opportunity to play God, carry out personal vendettas, and engage in crimes which the police are directed to ignore.

The abusive system makes perverted use of neuroscience in conjunction with continuous verbal harassment. As the intent seems to be to simulate the subjective psychic phenomenon of "hearing voices" through technological attack, there exists a possibility of misdiagnosis by psychiatric social workers and by psychiatrists. As this program continues (it has already been ongoing for some time), there is a further danger that the public will lose respect for the psychiatric profession, as well as for the security establishment, owing to failure to adequately police their own in-state operations.

Even children (along with their mothers) have been targeted, for use as human guinea pigs.

I would be pleased to answer any questions that you or any of your colleagues may have. My hope is that publicizing these practices (which amount to a system of torture applied to citizens accused of no crime) will result in their eventual termination.
