1.???????GENERAL CONDITIONS

1.1.?Requester: Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), Office Tirana, Rr. “Asim Zeneli”, Nd. 6/10, 1001.

1.2.?Profile: The current situation in the water supply and sanitation sector of Albania requires a profound and radical reform, particularly with regard to reliability, transparency, performance orientation and accountability for a better and more sustainable provision of the water supply and sanitation services for the population and in the respect of the environment. The programme “Customer and performance-oriented drinking water and sanitation services, CPWS”, assists the Ministry of Infrastructure and Energy in the implementation of the water sector reforms.

In a participatory way with WUs, the National Agency for Water, Sanitation and Waste Infrastructure (AKUM), the Ministry of Infrastructure and Energy (MIE), the Water Regulatory Authority (WRA) and CPWS the consistent web-based platform, the Customer Service Portal (CSP, www.shuk.al ) was elaborated and implemented for whole Albania. Recently, the Albanian Government decided to reorganise the water sector on local level and to merge the existing decentralised 61 WUs to 15 regional WUs with AKUM as main shareholder (DCM no.302, date11.05.2022). Due to this development and the new water sector reform, the CSP has to be adapted to the new reality, reflecting the new structures of WUs and to be migrated to Drupal 10, making the system future proof. The expertise is required for the Adaptation of Albanian Customer Service Portal (CSP) to new 15 regional Water Utilities.

1.3.?Subject: The GIZ Office Tirana invites qualified IT (digital solutions) companies to express their interest in conducting Adaptation of Albanian Customer Service Portal (CSP) to new 15 regional Water Utilities.

1.4.?Eligibility: Participation is open to all eligible national IT (digital solutions) companies experienced in providing digital solution for public and private sector in general, particularly in water sector, which are effectively established in Albania.

• National experience of not less than 10 years in general.
• Experience related to water sector digital solutions.

2.????All legal entities registered in Albania who are interested to participate in the tender are asked to provide the following:

• Letter with expression of interest (EoI)
• Company name, address and number in commercial register
• Provide evidence for two implemented contracts of similar nature and complexity involving digital solutions as well.
• Reference client’s data in the last 5 years in the sector and/or in the region
• Brief company profile (max 20 lines)
• Please limit your expression of interest to max. four pages and do not submit any further attachments (curriculum vitae etc.).

3.????The due date for submitting the application is 12.08.2022.
