1.?????GENERAL CONDITIONS

1.1.?Requester: Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), Office Tirana, Rr. “Asim Zeneli”, Nd. 6/10, 1001 Tirana.

1.2.?Profile: The current situation in the water supply and sanitation sector of Albania requires a profound and radical reform, particularly with regard to reliability, transparency, performance orientation and accountability for a better and more sustainable provision of the water supply and sanitation services for the population and in the respect of the environment. The programme “Customer and performance-oriented drinking water and sanitation services, CPWS”, assists the Ministry of Infrastructure and Energy in the implementation of the water sector reforms.

In May 2022, the Council of Ministers has approved the Decision No 302 aimed at restructuring the water supply companies in the country. Recognising challenges of the new reform for the reorganization of the water utilities as Subject of Joint Competencies, the expertise on organisational and institutional development is required for the elaboration of a manual of procedures for all the technical, financial, legal coordinating and administrative processes under the mandate, responsibility, and direction of new regional water utility to be set up in accordance with DCM No. 302, date 11.5.2022. This will include:

-??????Structure model (organogram) for a regional water utility.

-??????Develop a consolidated manual of procedures including job description as a model for future regional water utility.

-??????Develop a consolidated manual of procedures including training of the involved staff for the first two regional water utilities.

1.3.?Subject: The GIZ Office Tirana invites qualified organizational and institutional development companies for public administration entities to express their interest in conducting Design manual of procedures for regional water utilities (template and piloting for two regional water utilities)

1.4.?Eligibility: Participation is open to all eligible national companies experienced in public sector in general, particularly in water sector projects involving, internal institutional strengthening measures, which are effectively established in Albania.

~?National experience of not less than 10 years in public sector (preferably water sector).

~?Experience related to public sector institutional and administrative internal process designs.

?All legal entities registered in Albania who are interested to participate in the tender are asked to provide the following:

~?Letter with expression of interest (EoI)

~?Company name, address and number in commercial register

~?Provide evidence (references) for two implemented contracts of similar nature and complexity involving design of internal institutional procedures as well.

~?Reference client’s data in the last 5 years in the sector and/or in the region

~?Brief company profile (max 20 lines)

~?Please limit your expression of interest to max. four pages and do not submit any further attachments (curriculum vitae etc.).

2.???The due date for submitting the application is 03.08.2022.?
