1.2 PROFILE:

EU4Innovation is a Multi Donor Action jointly co-financed by the EU, supports Albania in achieving key objectives in the field of economic development to accelerate the transformation into an innovation-driven and knowledge-based economy, unlocking its human capital, entrepreneurial as well and research potential and thereby increasing its competitiveness. The specific objective (outcome) of the Action is to increase the maturity and exposure of the Albanian start-up and innovation ecosystem and its stakeholders.

EU4I will “launch and lead” innovative activities that foster the green/digital transition of Albania, starting at municipal level. ?In this very objective, EU4I is joining forces with Circular City Labs a project Funded through BMZ Initiative for Climate and Environmental Protection (IKU), which aims at the reduction of greenhouse gas emissions through waste prevention by promoting economically viable reusable packaging systems, especially by empowering women as entrepreneurs. The project establishes Circular City Labs in four different countries/ cities including Tirana, in collaboration with local stakeholders. Within these labs, businesses, city administrations, academia, and civil society come together to engage towards a functional and inclusive circular economy and explore the potential of reusable packaging and related business models.

2. SUBJECT

EU4I programme, acting as the GIZ implementing entity of Circular City Labs project – Albania, invites qualified entities/ consortia to express their interest and submit proposals for implementing “Circular City Lab (CCL): Testing reusable packaging systems in the city of Tirana”. The overall task of the consultancy will be to orchestrate and implement the Circular City Lab (a structured series of activities such as co-creation events, hackathon, accelerator programme, handholding support to SMEs, etc) with the aim of generating innovative solutions for reusable packaging systems in Tirana, to support the city administration and community towards their green transition by also empowering women as entrepreneurs.

The CCL-Tirana activity is foreseen from Feb.2024 to May 2025.

3. ELIGIBILITY

Participation is open to all legal companies which are effectively established in Albania. It is desirable, but not necessary, that the bidder provides the services of this intervention as a consortium including 1) ISO (Innovation Support Organization) / 2) academia (university/ research centre) (3) NGO with deep expertise in the topic, etc.

• Average annual turnover for the last three financial years – at least 30.000 EUR
• Average number of employees and managers for the past three years – at least 3 persons
• The legal entity shall have proven experience in at least 2 reference projects in the business / SMEs consulting in the field of CE, and /or reuse packing systems, women founders' incubation / acceleration programmes, start-up support.
• The legal entity shall have proven experience in at least 1 reference project with Albania.

4. DEADLINE

After the due date for submitting the bids, the process of evaluation will follow. All written communication for this procedure and the following successful ones must be in English.
