Ontario Plans to Dissolve Peel Region for a More Agile Response to Housing Crisis

The Government of Ontario has announced its intention to dissolve Peel Region, paving the way for Mississauga, Brampton, and Caledon to become independent municipalities by 2025. This move aims to grant them greater autonomy in addressing their unique housing needs.

According to Steve Clark, Minister of Municipal Affairs and Housing, the Region of Peel includes rapidly growing municipalities with significant growth potential in the next decade. The government aims to support this growth by streamlining processes, enhancing efficiency, and maintaining the quality of local services expected by residents of Mississauga, Brampton, and Caledon. The legislation, known as the Hazel McCallion Act, pays tribute to Hazel McCallion, Peel Region's longest-serving mayor, who advocated for increased autonomy for Mississauga.

Bonnie Crombie, the current mayor of Mississauga, supports the act and believes that independence will enable the city to respond more effectively to the housing crisis. She anticipates improved efficiency, reduced duplication, and time and cost savings for residents.

If the legislation passes, the Province will establish a transition board consisting of up to five individuals to facilitate the transition and provide recommendations to help Mississauga, Brampton, and Caledon prepare for their status as single-tier municipalities. The board may also oversee the financial matters of Peel and its lower-tier municipalities to ensure responsible financial management until dissolution.

Minister Clark describes the proposed legislation as a groundbreaking initiative that equips Mississauga, Brampton, and Caledon with the necessary tools to support future population and housing growth while respecting each municipality's unique priorities and characteristics.

The legislation's impact extends beyond Peel Region. The Province will appoint regional facilitators in the coming weeks to assess the upper-tier municipalities of Durham, Halton, Niagara, Simcoe, Waterloo, and York.
