The Online System of Obtaining Permits in the Special Quarantine Regime with Mobile-ID has been implemented in Azerbaijan

Restrictions on movement have been imposed in Azerbaijan within the framework of the special quarantine regime introduced in the country in order to prevent the spread of coronavirus infection (COVID-19).

In order to ensure the protection of life and health of the population, uninterrupted operation of state structures and life support facilities, as well as activities of economic entities at the appropriate level, the Operational Headquarters under the Cabinet of Ministers of the Republic of Azerbaijan has made the following decision in connection with the introduction of restrictions on movement in the country from 00:00 April 5, 2020 to 00:00 April 20, 2020.

The e-Gov Development Center under the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan together with the Ministry of Internal Affairs has created a "System for Obtaining Permits and Monitoring during the Implementation of the Special Quarantine Regime."

In a short period of time, the system answered citizens' inquiries starting from April 5, 2020. The system was developed, tested and put into operation by the e-Gov Development Center staff for the short period of time (less than 1 week). Even at the high demand traffic, the system continues to operate without any interruption and technical problems. 

The system operates in two directions: 

1.     www.icaze.e-gov.az - "System for Obtaining Permits and Monitoring during the Implementation of the Special Quarantine Regime" 

2.     8108 - SMS permission system for daily needs of citizens and necessary cases.

Public and private organizations must apply through the online system to obtain a permit for employees.

To do this, first of all, the authorized persons of public and private organizations enters the portal icaze.e-gov.az through the single sign-on system "ASAN Login". Access to the portal is possible through "Asan Imza" (Mobile Identity) and "E-Imza" (eID) available in "ASAN Login". All companies in Azerbaijan have Mobile Identity “Asan Imza” and can easily login onto the new online system. Mobile-ID is provided by National Mobile Identity operator - B.EST Solutions.

Authorized persons of public and private organizations make an application in the portal for their necessary employees and then, the information is automatically sent to the Ministry of Internal Affairs. After reviewing, the system notifies the representative about the result. (a positive or negative response) 

After the portal opened, click the "Permissions" button in the menu on the left and click the "New" button in the opened window. The first cell that opened contains the PIN of the responsible person to be allowed. Then enter the other fields, as well as "Personal Vehicle Information" and "Permit Information", respectively, and press the "Remember" button.

When the form is complete and the information is re-checked, the "Confirm" box should be checked and the "Remember" button is pressed. After clicking the "Confirm" button, the information is automatically sent to the Ministry of Internal Affairs, and it is not possible to make changes to the application. If the "Confirm" button is not pressed, the permission information displayed in the "Permissions" section can be changed or deleted from the system using the "Edit" and "Delete" buttons, respectively. You can get information about the current status by clicking on the permissions displayed in the "Permissions" section. In addition, the authorized persons of public and private organizations may also authorize another person to use the system by clicking the "Grant Authorization" button on the left and clicking the "Add" button in the opened window. To do this, enter the PIN and ID number of the person you want to authorize and press the "Remember" button. It should be noted that the electronic signature of the authorized person must be linked to the TIN (Taxpayer Identification Number) of the organization.

To obtain a permit to leave the house, citizens send a special code and the serial number of the ID card to the short number 8103 from their mobile phones, indicating the purpose of the permit.

There are 3 codes for the purpose of permits:

Code number 1 is related to urgent medical necessity and receiving treatment on any schedule. The permit is issued for 2 hours within the district and the city. If the duration of the treatment procedure is extended, the return period is determined by a certificate issued by a doctor.

Code number 2 is for leaving the place of residence due to the need to purchase food and other daily necessities, as well as medicines, and to use banking and postal services. (permission is issued once a day for 2 hours);

Code number 3 is for attending the funeral of a close relative.

Thus, as an example, in order to obtain a permit to leave the place of residence due to the need to purchase food and other daily necessities, as well as medicines, banking and postal services, citizens of the Republic of Azerbaijan must send an SMS to 8103 like this: 2 AZE 1111111.

The system also provides services on the basis of registration document numbers for foreigners or stateless persons temporarily or permanently residing in the Republic of Azerbaijan.

Foreigners or stateless persons temporarily or permanently residing in the Republic of Azerbaijan, as well as foreigners or stateless persons whose temporary stay in the territory of the Republic of Azerbaijan has been extended may obtain a permit by sending the permit code, and the serial number of the identity document to 8103.

The responded SMS to the citizens' applications indicates the period of validity of the permit. Citizens can leave their place of residence only after receiving a positive response. You will receive a reply message within 1 hour.

 SMS permission is not required to leave the place of residence in case of imminent danger to life and health. Also, when summoned to court or law enforcement agencies, individuals leave their place of residence without sending an SMS.

The special call number of "ASAN service" is 9108. Citizens can apply to the Call Center with questions regarding the rules of using the SMS permission system and how to send SMS.

Citizens are regularly informed about the changes and rules of use of the service through digital communication channels (Facebook, Instagram, LinkedIn, Twitter and official websites). 

 People over the age of 65 are not allowed to leave the house.

Cases of abuse when obtaining permission through the SMS system will be constantly investigated. Serious measures will be taken against citizens who commit such acts.
