No one understands the challenges facing CSO’s better than those who work within them: the discussion summary
On September 10, the ?Philanthropy in Ukraine? team presented the findings of our research, “Needs and Challenges faced by Ukrainian CSO’s amid war”.?
In addition to sharing key insights, we facilitated a thought-provoking discussion with sector experts on the current issues impacting NGOs in Ukraine.
The discussion panel featured:
Key issues identified by NGO representatives:
Securing financial support: a constant struggle
Despite the unprecedented level of international support for Ukraine, securing funding remains a competitive and demanding process. NGOs must demonstrate transparency and accountability at every step to justify their funding, ensuring compliance with reporting standards, maintaining separate organizational accounts, and upholding a high level of responsibility for all financial activities.
Balancing mission-driven values with professionalism
Striking a balance between values-driven passion and professional expertise is a key challenge for NGOs. While volunteers with strong ideological commitments are essential, NGOs also require qualified professionals to manage day-to-day operations effectively.?

"Even now, as I recruit for my team, we cannot compete with international salaries, but shared values help bridge this gap. When discussing opportunities with experienced professionals, it becomes clear that their commitment to a larger cause is often more important than financial compensation," remarks Mila Leonova.
Talent development versus retention.
While local NGOs struggle to compete with international organizations like the UN in terms of compensation, investing in the professional growth of employees remains essential. Leaders must choose between fostering talent, knowing that staff may eventually move on to larger organizations, or risk stagnation by neglecting employee development.
Partnerships as the foundation for trust
Even when working in similar areas, each organization brings unique value to solving social challenges. Collaborating with like-minded organizations is crucial for building trust and fostering genuine, long-term partnerships.?
“Approach partnerships strategically. Select collaborators who share your values and objectives, including financial goals. Clear, focused partnerships are the foundation for success,” advises Nataliia Klymova of ISAR Ednannia.
Administrative burdens: the need for flexibility
The complex reporting requirements and audits from donors place a heavy burden on local NGOs, particularly those in regional areas. To sustain long-term success, donors must allow more flexibility and support local organizations in navigating these processes. Regional NGOs can enhance their impact by forming consortiums and leveraging shared expertise.
NGOs and donors: partners, not competitors.
NGOs, with their on-the-ground experience, often have more nuanced insights into local needs than donor organizations. Open communication and active collaboration are critical for success.?
"This is a dialogue. It is important to share insights with donors and clearly communicate your position in a constructive manner," adds Natasha Vasylyuk.?
Throughout the collaboration process, NGOs should proactively offer suggestions, focusing on shared goals and collective outcomes. Donors' expertise can also be a valuable resource for NGOs seeking to optimize their operations and impact.
Ultimately, transparency, collaboration, and strategic partnerships are key to the continued growth and success of Ukraine’s NGO sector. Together, we can achieve meaningful progress.?
