There appears to be continued confusion over the requirement of the Oliver McGowan mandatory training on Learning Disability and Autism so hopefully this blog helps to clear the air, provide some links to some resources and guide you back onto the right path.

The confusion started in July (2022) when our regulator, the Care Quality Commission released a statement saying that ‘all health and social care providers registered with CQC must ensure that their staff receive training in how to interact appropriately with people who have a learning disability and autistic people, at a level appropriate to their role’.
I was surprised to see this as I had followed the case of Oliver McGowan closely and followed his mother on social media for some time and hadn’t seen her post anything. I took to the manager forums and all I could see for the next few weeks were providers panicking about the training, getting a training provider, who was doing what etc.
At the time I reached out to DHSC but had no response so went directly to Paula McGowan who informed me that the government had not yet released the Code of Practice. Despite attempts to reassure people, I was up against the regulators news briefing that they had updated their statutory guidance and providers were still booking training from external providers.
Now fast forward to the current date and we have seen providers who have been ripped off by trainers and training companies exploiting the panic within the sector and now the confusion lies as to whether because they have done training, whether they now need to do the Oliver McGowan training.
I telephoned the CQC for advice, however, was met with the response that I needed to check the statuary guidance. I had already checked this, and it didn’t tell me anything so explained this on the phone. Unfortunately, the CQC appear to still have no training standards for our workforce and rely on providers to use their own initiative to ensure our staff are suitably trained (I still find this odd when we are working in such a heavily regulated sector). Anyhow, I was directed to Skills for Care by the call handler and left to find out myself.
Let me provide you with three links that I found insightful and helpful:

Tier 1
It took me just under two hours to complete. There is lots of videos, some only a few seconds long, some a couple of minutes, some text to read, activities to engage in and some quiz questions at the end of each section.?
In summary, if you have trained your staff already in Learning Disability and Autism and want to know if you should now re-train them in The Oliver McGowan Training for Learning Disability and Autism, my answer would be yes because:
Tier 2
There are online interactive sessions and face-to-face training with experts with lived experience that complete tier 1 and 2 of the training and these are starting to be rolled out across the country, with some local authorities and ICBs funding this (so keep an eye out or enquire)
There are accredited organisations that can offer 'train the trainer' stylee courses, so you can attend and then cascade to your team. Be sure to double check authenticity if this is the route you go down.

For both Tier 1 and 2 you need to complete elearning, then tier 1 have to also complete a 1 hour live virtual session where there is a facilitator; person with a learning disability and an autistic person . Tier 2 also do the elearning but also need to attend a full day face to face session with the trio of people mentioned above. The added complication with this training is there is funding for health care being issued by the ICB's but no guidance as to how much training providers can charge for the training and an added complication that so far there is no guidance as to whether social care will be able to access funding for this, so still leaving providers and clients still very much in the dark

Sadly there is still a lot of confusion surrounding this training & I’ve personally found it so difficult to get answers and undertake the train the trainer myself. It almost feels like the ‘selected’ providers are keeping this to themselves. I have finally managed to get a place on an event in October. Once the code of practice is released then it will guide all providers more effectively. But do all remember the Oliver McGowan training is the governments preferred learning solution. I’m early awaiting the release of the code of practice!
