Offline CBDC and OTP sans Transactions

In the last announcement of the monetary policy for the country, the regulator Reserve Bank of India asked for technology proposals on :

1. Offline CBDC and
2. OTP Sans 2 factor authentication financial transactions.The RBI ask....

We had the opportunity to present our SIM overlay tech stack - Made in India and Made for India at the recently concluded India Fintech Festival to an audience which was probably the most receptive to understanding the nuances of handling "100% true offline" financial transactions and the core needs :

1. 100% device, network and device OS support
2. Handling offline wallets in a "secure vault" in any device
3. Building a safe, secure and an authenticated payment credential
4. Remote CBDC wallet management with debits / credits and presenting transactions on multiple rails - 1) NFC 2) QR 3) UPI or even 4) Bluetooth.

alongwith the multiple "asks" on security, compliances and remote service management on any mobile device.
