Ofcom announce changes to contractual obligations on 'price hikes' - What does it all mean?

Ofcom announced some changes to consumer and small business customers this week regarding their contractual obligations on 'price hikes'
In all honesty, this is great for consumers and small businesses because it means that they will have to be notified that they are coming to the end of their 'minimum contract term'.
It looks like the main reason for this is actually because these companies suddenly increase your monthly subscription by 20%+
What I find amazing is that these companies do this in the first place!
Yes, people and small businesses are on a set tariff, and yes when you realise the bill has increased significantly you will give them a call and they will no doubt come up with some new great deal for you. But why should they increase your pricing at the end of this 'initial contract term'? Surely to keep clients happy, they can still review the account to look at, at the end of this term, for other new products for people but without the blatant 'robbery' of increasing costs?
Or is that idea stupid?
If these companies can offer these low prices time after time for 12 or 24 months, why suddenly in month 13 or 25 of you having these service do their costs suddenly increase? Lets face it, if you were a new client to them, these offers would be offered as standard anyway. If you are a small business, or haven't checked your home broadband and phone line bills for a while, make sure you do! You may be paying over the odds and not realised.
