Objective of Secondary Education

For a random ICSE candidate, these may be the standard subjects that he/she needs to appear for. Of course, instead of Science, he/she can opt for Commerce. Economic Applications can be interchanged with Computers. So on and so forth…
CBSE or regional boards of education also have similar patterns.
Does anyone find anything wrong in these patterns?
I did a quick look-up on the generic objectives of Secondary Education and got the following:
With only a weightage of 20 out of 600 given to a subject which is supposed to teach us about our civic society, how do we expect that our kids will grow up as able citizens who will contribute to our society?
I have individually taken feedback from many students on how they perceive Civics as a subject. Almost all of them take it as a necessary evil that they need to learn by rote to spill out in the examination hall. None of them have any interest in why we have a civic structure the way we do today, neither have any told me of a teacher who has tried to explain it to them.

It’s a subject where text books are to be read, notes are supposed to be memorised and marks are to be scored.
The entire orientation of Secondary Education seems more like a preparatory course for some vocational training, to help us earn. Earning is emphasised as the objective, rather than the outcome of what we do!
And still we wonder why we have so much nuisance in our social structure?
Growing up we turn into a team of frustrated complainers, who see only the bad in public servants, who cannot distinguish between the three pillars of the parliament, but on the other hand know their rights better than their responsibilities. And take pride in being this way.
And, sitting in our couches, we expect our democracy to work!
