Oasis+ Draft

The latest IDIQ Contract that is being issued by GSA has seen many names while in its draft form, the latest (and what we are told will be the final) iteration is Oasis+. This new contract will combine previous IDIQ's managed by GSA: Oasis, BMO, and HCaTS. It will also create categories that were not previously included on any other IDIC (outside of the Schedule System).?

The solicitation is still currently in draft, with the final draft anticipated by the end of the calendar year. What do we know about the contract setup thus far?

? Government-Wide Use

? No ceiling value

? Tier 3 Best-In-Class contract

? 10-year ordering period, with task orders running 15 years total

? No limit to awards

? After initial award GSA will allow for continuous entry onto the contract

? Pricing to be evaluated at a TO level (also will allow for all pricing types)

The contract will be setup with 6 socioeconomic contracts: Small, 8(a), WOSB, HubZone, SDVOSB and Unrestricted. Each contract will initially have 8 domains available, with the plan to add five additional at the later date. The initial 8 will include:

1. Management & Advisory

2. Technical & Engineering

3. Research & Development

4. Intelligence Services

5. Enterprise Solutions

6. Facilities

7. Logistics

Though there is not timeline for when the additional domains will be available, they currently include:

1. Business Administration

2. Financial Services

3. Marketing & Public Relations

4. Social Services

5. Human Capital

A big category you will notice that is not included within any of the domains is Information Technology, and it seems as though there is no plan to include either IT nor Health related services.?

Draft Response Requirements

The proposal will consist of 7 Volumes, points are determined based on the domain you are proposing for.?

Volume 1- Company Data

Volume 2- Quality Project Experience

You may submit a total of five projects, in order to qualify they must be relevant to the domain in question. They must also meet a minimum annual value of $250,000 and be within the last five years. If they are ongoing, you must have completed a minimum of 6 months on the contract for it to qualify.?

Volume 3- Federal Prime Contractor Experience

You may submit a total of five projects for this volume, however; you cannot submit a project that was previously used in Volume 2. You also receive extra points for competed and multi-agency contracts.

Volume 4- Government Approved Systems, Rates & Clearances

This volume takes into account if you have a government approved account system, approved rates (by DCAA) or any Top Secret/Secret Clearances.?

Volume 5- Other Certifications

Points available in this volume are for companies who hold an ISO or CMMI certification.?

Volume 6- Past Performance

In this volume the focus is put on customer references, this will be in the form on CPARS or JP4 evaluations. The only projects that may be used are ones relevant to the domains included in your offer. Only positive ratings will be worth any points.

Volume 7- Responsibility

For points in this volume you will be required to show:

? Professional Compensation Plan

? Uncompensated Overtime Policy

? Completed Form 527 (financial resources)

? Organizational Risk Management Plan

Timeline

Q1 FY 2023- Final Draft RFP is released

Q2 FY 2023- Final RFP is released

Q3 FY 2023- Initial submissions due

Q4 FY 2023-Q1 FY 2024- Initial award notices

What can you be doing now?

If you have not already, join the GSA Interact group and review the current draft solicitation and required documents.?

With the release of the final RFP a few months away, Capitol 50 is recommended completing an internal review to determine if your company/subcontractors/join-venture would have enough points to qualify. This allows time to make adjustments or start looking for partners if necessary.?
