NY Climate Push Will Transform Economy
New York State is pursuing an ambitious climate plan that will send shockwaves through our regional economy. How did we get here??
In 2019, New York State passed the Climate Leadership and Community Protection Act (CLCPA), a landmark law aimed at reducing greenhouse gas emissions. It lays out ambitious targets for reducing emissions and mandates that the state reduce economy-wide greenhouse gas emissions 40% by 2030 and 85% by 2050.?
However, the CLCPA did not enact a plan to reach those emissions goals. Instead, the CLCPA created the Climate Action Council, comprised of representatives from various state agencies, environmental organizations, and industry representatives. The Council was tasked with developing a Scoping Plan full of policy recommendations to reach those goals.??

In December, the New York Climate Action Council finalized its Scoping Plan, a comprehensive document that outlines the state's plan for achieving its climate targets. The plan contains many laudable goals and sensible policy suggestions. However, much of the plan’s timeline and strategies are deeply flawed. If fully enacted, the plan will add considerable costs onto New York employers and residents.???

Ambitious Goals, Far-reaching Implications
The Scoping Plan has far-reaching implications for Buffalo Niagara employers. Employers will be spending more to power their operations and will have to be creative in reducing the carbon footprint of their operations. Moreover, the Plan’s recommendations would put a significant strain on New York’s already-stressed power grid, raising concerns about reliability.?
