Principal Director, Advanced Materials

The Office of the Under Secretary of Defense for Research & Engineering (OUSD(R&E)) Deputy Chief Technology Officer for Science and Technology, (DCTO(S&T)) seeks a cutting-edge science and technology research and development executive with an established track record for securing innovative technology that exists today in the commercial technology sector and getting it in the hands of the warfighter.

The Principal Director (PD) for Advanced Materials will act as the Department-wide, Department of Defense (DoD) technical and oversight lead, advise the Under Secretary of Defense for Research and Engineering (USD(R&E)), Deputy Chief Technology Officer for Science and Technology, (DCTO(S&T)), and DoD leadership, on all relevant research and engineering matters in the emerging critical technology priority area of Advanced Materials stemming from the National Defense Strategy. ?This a term appointment.

The PD, Advanced Materials:

Aims to help build capability for the future force by identifying critical mineral, material and technology and prototyping opportunities to the Department.

Leads the Advanced Materials effort to DoD activities, secures innovative technology that exists today in the commercial technology sector in the hands of the warfighter, and works to get more entrepreneurs and start-ups interested in applying their technology to defense problems.

Identifies and fosters materials and technologies from non-traditional sources that could contribute to the continued technological superiority of U.S. forces. Employs innovative approaches to adopt such technologies including execution of time-sensitive acquisitions, merit-based prize competitions, incubator partnerships, and targeted Research and Development grants.

Designs and executes programs to bring together warfighters and industry technologist to understand material novel applications and their potential impact on tactical problem sets.

Provides independent programmatic and technical advice in relations with industry, academia, other government agencies and international and foreign organizations on matters pertaining to research and development within all areas of Advanced Materials.

Builds coalitions to support the development of future force capabilities by bringing together entrepreneurs, technologists, and warfighters to work on specific military needs. Assesses on-going research and development activities in the area of Advanced Materials (academic, government or industry) and identifies opportunities to resource and/or accelerate project that could result in warfighting.

Knowledge and Skills Required by the Position

Demonstrated mastery in business, capital formation, mergers & acquisitions, and related investment activities.

Demonstrated ability to develop investment thesis, establish deal structure, and execute deal process.?In addition to expert technical knowledge, they must be able to relate such technical knowledge to policy guidance of current and future significance.?

Be familiar with and able to communicate national security objectives with capital market participants.

Demonstrated ability to address issues in a collaborative manner that fosters teamwork, inclusion, and diversity in the decision-making process.

Demonstrated knowledge and experience in sourcing new ideas for innovations, tools, or approaches that could be transformative, and to be able to apply the most promising solutions into existing efforts.

Demonstrated knowledge of government processes to develop and field capabilities.

Administrative Information

Work Location: Washington, DC

Work Schedule: Full-time

This position is subject to drug testing.

This position requires the selectee to obtain a TS/SCI (Special Sensitive) security clearance.

This is a financial filer position – Candidate will be required to file annual financial disclosure.

Travel may be required: Occasional

Telework is authorized: Yes

Physical Examination: No

Overtime: This position is NOT approved for overtime.

Relocation costs may be paid per the Joint Travel Regulation.

This is a term appointment of four years.
