Rail passenger demand reaches "new normal" in the UK
Steer’s latest analysis of the Office of Rail and Road (ORR) data shows that rail passenger numbers in Great Britain have stabilised at 1.4 billion journeys annually, marking a 16% increase from 2023. This indicates a significant step in post-pandemic recovery. Key trends include a 21% rise in London Travelcard Area journeys due to the Elizabeth Line and plateaued commuter trips reflecting hybrid work patterns. Mark Brownie , Associate at Steer, noted that while some markets are recovering, others, particularly commuter segments, are experiencing lasting shifts in behaviour, creating a "new normal" for the rail sector.
