The team at Gartner call it "Portable Digital Identity."
The idea is simple. Your identity is property. You own it. It is valuable. You should probably store it with a trusted 3rd party that can do two simple things.
First, the trusted ID provider needs to treat your Identity credentials as valuable assets. They have to recognize that you own and control your ID data. They should only share that data when you ask them to.
Second, the trusted ID provider need to be able to authenticate that it is really you on a specific anonymous Internet session.
