NonProfits Pick Up the Slack of Devolution of Federal Responsibilty

With the implementation of welfare reform; government's increasing reliance on block grants rather than categorical funding; increasing devolution of responsibility for service delivery to families and children at high-risk is widening the crack in the floor for funding programs particularly in the areas of child protection and family strengthening. The ability of nonprofits to provide new direction in policy making is at risk as well.
