Non-technical evaluation has emerged by identifying the factors affecting performance other than technical information found in research conducted in terms of human performance and occupational safety while working with machinery. Initially, this definition was noticed by various universities while investigating the effects of psychological factors on pilots in studies aimed at preventing airline accidents.
An interesting result that emerged as a common point in the research of consecutive plane crashes at Korean Airlines in aviation history was that the common cause of the accidents was due to the upside-down hierarchical structure between the Captain Pilot and the 2nd Captain. It was determined that the 2nd Captain was unable to report the incident that went wrong even though he saw it. In research carried out by universities, it was found that fatal mistakes were made for the same reason in airline ground technical teams and maintenance and repair technical teams.
It was put forward that the problem in these well-equipped teams, which had successfully passed the technical knowledge and skill exams, was due to Non-Technical Skills. Subsequently, these researches were adapted to all Machine Working work areas.
Working on ships in the maritime industry is a technical field that requires attention, where many high-risk and interconnected operations are carried out simultaneously, just like in the airlines. Therefore, a comprehensive assessment of staff competencies is critical.
Traditionally, naval personnel evaluations also focus on technical skills. However, in recent years, it has been understood that non-technical skills are at least as important as technical skills. In this article, we will discuss the importance of non-technical evaluation of marine personnel, its basic components, and briefly, its implementation methods.
The Importance of Non-Technical Competencies
In the maritime industry, non-technical competencies are critical factors affecting team communication, collaboration, and overall business performance. These competencies are important not only for the effective execution of daily operations but also in crisis situations. Non-technical skills deal with the ability and behavioral patterns of staff to make quick and effective decisions in stressful and unexpected situations.

Onboard assessment of non-technical competencies can be carried out by various methods:
1. Feedback and Performance Interviews
- Feedback Collection: By getting regular feedback and going beyond the routine of superiors evaluating their subordinates, standards for evaluating their superiors can be established for subordinates.
- Performance Meetings: One-to-one meetings may be held at regular intervals in the ship environment, and the meeting parties may be asked to evaluate each other's performance using prepared forms.
2. Observation and Evaluation
- Observation: The behavior of the personnel in the daily work routine can be observed by an external, impartial observer.
- Evaluation Forms: Competencies can be evaluated using standard forms.
3. Simulation and Training Programs
- Simulations: Staff's skills can be tested with simulations that mimic real work environments using technology.
- Training Programs: Training can be provided on subjects such as communication, leadership, and stress management.
4. 360 Degree Evaluation
- Multifaceted Feedback: Comprehensive evaluations can be obtained by receiving feedback from managers, peers, and subordinates.
The results of non-technical assessments should only be used to support the personal and professional development of staff. Performance evaluation should never be included in Bonus or Penalty Systems.
These evaluations provide guidance when creating training and development programs and aim to help improve the performance of staff. Regular assessment and development of non-technical competencies enable teams in the maritime sector to work more harmoniously, efficiently, and safely within certain behavioral patterns.
In the maritime industry, assessing and developing non-technical skills is critical to the success and safety of operations. Assessing competencies such as communication, leadership, teamwork, problem-solving, and stress management enables staff to work more effectively and harmoniously. Therefore, it is important to measure and take into account non-technical competencies in the work environment assessments of marine personnel and to develop models to ensure continuous improvement in these areas.
In "Cockpit Management" research, Non-Technical Evaluation Criteria for competent people working with machines have been determined based on the fact that the character structure of the human being is unshapeable, but can only be made to comply with certain behavioral patterns. This evaluation aims to determine the successful and unsuccessful aspects of the person in team management. The goal is to increase the positive aspects and make the person aware of the negative behavioral patterns.
