The Small Business Administration (SBA) has announced pivotal updates to its Women-Owned Small Business (WOSB) certification program, marking a significant step in simplifying federal contracting for women entrepreneurs. These updates, effective December 2024, focus on improving accessibility, reducing administrative burdens, and aligning the WOSB program with other SBA certification programs. All solicitations issued on or after January 3, 2025, are subject to the December 4, 2024 Final Rule.?

Businesses certified under SBA’s Veteran-Owned Small Business (VOSB) or Service-Disabled Veteran-Owned Small Business (SDVOSB) programs can now use their existing certification documentation when applying for WOSB status. Additionally, firms applying for certification as an Economically Disadvantaged Women-Owned Small Business (EDWOSB) will need to demonstrate economic disadvantage through specific documentation. This change enhances transparency while maintaining consistency across SBA programs.
Updated Terminology and Systems
Outdated references like the "WOSB Program Repository" have been replaced with modern systems such as the System for Award Management (SAM) and Dynamic Small Business Search (DSBS). These platforms are now the official record systems for WOSB certifications, allowing for easier verification by federal agencies.
Revised Rules on Application Frequency
Previously, businesses declined certification three times within 18 months faced a mandatory 12-month waiting period before reapplying. This rule has been revisited to encourage businesses to address deficiencies and reapply without unnecessary delays, ensuring more flexibility.
Harmonization Across SBA Programs
The SBA has introduced consistent language and requirements across its various certification programs, including the 8(a) Business Development Program and VetCert. This move reduces confusion and ensures businesses participating in multiple programs face uniform standard.
