NICC Work Programme 2025

Following a successful Open Forum on the 13th November 2024, we are looking forward to a busy 2025.? The NICC Task Groups are working on many work streams, with the key areas highlighted below.

With the realisation of Next Generation eCall in the UK in 2026, the Emergency Communications Task Group is drafting the UK specification to support the transmission of NG eCall information from the vehicle to the UK PSAPs.

In addition to NG eCall, the TG is specifying how the UK will use PIDF-LO to carry emergency call information and, following that, will specify how the use of Real Time Text will be standardised in the UK.

The TG is also finalising the specification that will contain vital details to enable the successful delivery of emergency calls over the SIP network.

The impact of the Telecoms Security Act on the UK telecoms network is being reviewed at our Security TG. A NICC scoping document (ND1448) has been produced and this will be updated in 2025 to include additional information.?

The TG is also looking at developing a UK PAWs ND, which is likely to be published in 2025.

Working closely with Ofcom, during 2025 the Nuisance Call and CLI Task Group will be updating the standard that specifies the rules that must applied between interconnecting UK Communication Providers, in order to comply with the Ofcom CLI Guidelines. The latest updates will specify how UK Communication Providers will block incoming call over international routes which appear to be from UK telephone numbers.

Having produced the CDB UK requirements document in 2023, the Common numbering DataBase TG (now renamed to Business Support Systems) is now working on a number porting data cleanse process. This cleanse will release significant amounts of network capacity. During 2025, the recommended cleanse process will be trialled ?and published in a Guidelines ND.

Associated with the cleanse process, a new work stream for 2025 will be established to review the security requirements for the information transfer between CPs during the number porting process.

Having published guidelines and updated performance rules to support the migration of the PSTN to IP, the All-IP Task Group will be publishing the new All-IPT architecture specification in 2025.

During 2025, the SIP TG will be publishing the updated SIP-NNI Basic Voice Architecture to reflect the new overload control requirements and the removal of out of date, legacy information. The TG will also republish the SIP Implementers Guide that highlights issues encountered when interconnecting SIP features, and provides guidance on how these issues might be mitigated.

?NICC holds quarterly 1-hour review meetings to give an overview of the work in our Task Groups. The next meeting is on the 4th March 2025. Everyone is welcome to attend these meetings.
