In 2022, Zambia faced the challenge of ensuring equitable access to quality healthcare through the National Health Insurance Scheme (NHIS), managed by the National Health Insurance Management Authority (NHIMA). This scheme has been instrumental in transforming healthcare delivery in Chirundu District, improving access, quality, and financial sustainability.
Before NHIMA’s implementation, many residents, particularly the elderly, women, children, and individuals with chronic illnesses, hesitated to seek medical care due to financial constraints. However, the launch of NHIMA ushered in significant changes. Dr. Herbert Luhanga, the District Health Director, observed a remarkable shift in health-seeking behavior, with outpatient department attendance increasing from 67,048 in 2019 to 74,686 by mid-2022.
“Before NHIMA, many families avoided healthcare services due to high costs. Now, they can access medical services without hesitation, knowing that NHIMA covers their treatment costs. This has been a game-changer for our community, transforming the way people approach their health,” he stated.
The introduction of NHIMA has also improved financial sustainability within the healthcare system. By pooling resources, NHIMA has ensured that essential health services remain available to the community, alleviating the financial strain previously experienced. Dr. Luhanga emphasized that this approach has enabled the district's only hospital to manage resources more effectively, ensuring uninterrupted service delivery.
Beyond increasing access, NHIMA has enhanced the quality of healthcare services. Its rigorous accreditation process requires healthcare facilities to meet specific standards, resulting in better patient care and health outcomes. The district hospital has made strides in elevating the quality of care, driven by these heightened standards and expectations.

NHIMA’s presence has also spurred significant investments in healthcare infrastructure, equipping the local hospital to handle a wider range of medical cases.
Dr. Luhanga highlighted, “Thanks to NHIMA, our hospital is no longer struggling to provide even basic services. The infrastructure investments have allowed us to upgrade our facilities, expand service offerings, and build a more resilient healthcare system that can meet the diverse needs of our community.”
Additionally, NHIMA has played a key role in addressing chronic illnesses and combating diseases like malaria by ensuring a steady supply of essential medications, such as antimalarials and antihypertensives. This consistent availability of medication is vital for managing conditions that disproportionately affect vulnerable populations.
Overall, NHIMA has significantly improved healthcare access, quality, and infrastructure in Chirundu District. The initiative has bridged gaps in healthcare delivery and reinforced the community's resilience and well-being, offering renewed hope to residents who previously faced challenges in accessing necessary medical care.
