The Air Force Operational Test and Evaluation Center’s (AFOTEC) Detachment 5, is responsible to test, evaluate and report on the operational capabilities and supportability of the Air Force's newest platforms and modernization efforts for all bomber, C2ISR (manned/unmanned), mobility, trainer, and vertical lift aircraft and their supporting systems.

AFOTEC Det 5 is currently seeking a full-time Non-Supervisory IT Specialist (INFOSEC) to serve as the Detachment Lead Cyber Security Operational Test Program Manager at Edwards AFB, CA. This position is an NH-2210-III position which has a typical 2024 salary range of $101,121 - $156,323 (w/Los Angeles locality).

Mission: Inform the Warfighter and Acquisition through Operational Test.

Purpose: The primary purpose of this position is to serve as the Detachment Lead Cyber Security Operational Test Program Manager, applying DoD and Air Force cyber security methodologies, threat identification and test knowledge to the operational testing of major defense systems to inform fielding and major acquisition decisions. Lead a multi-functional team of as the Detachment’s recognized expert in the design, development, execution and reporting of systems cyber operational capabilities.

Range of duties:

  • Leads team of cyber security analysts to develop initial test designs and plans for the execution of operational testing and reporting on the cyber security capabilities of assigned programs. Provides senior-level expert direction to test team members, developmental test agencies and DoD acquisition and test leadership on highly specialized cyber security operational tests.
  • Serves as the lead cyber security operational test expert, leading a team that applies DoD and USAF cyber operations experience and knowledge in support of major weapons system development, testing and acquisition. Researches and designs new techniques for understanding cyber operations employment based on doctrine; tactics, techniques, and procedures; and concepts of operations.
  • The lead Detachment cyber security participant in joint/service capability or modernization planning, development, and requirements document coordination to improve organizational direction and focus using applicable planning tools and techniques. Identifies non-standard, missing, or emerging cyber security operational requirements, assesses impact to assigned programs and develops recommendations.
  • Prepares and delivers oral presentations such as high-level briefings, training sessions, consultations, and strategy sessions with other internal/external organizational functions. Organizes activities to secure cooperation, resolve controversial matters and convey information relative to proposed changes in assigned programs.

Skills:

  • Strong background in operational testing with demonstrated expertise in aircraft systems, network warfare, network system operations, and full-spectrum cyber operations and information operations planning.
  • Expert knowledge of a wide range of methods to refine and optimize operational test and evaluation of cyber security activities related to plans and programs for conducting major operations such as combat, mobilization, aircraft, rescue, special operations, airlift, C2ISR, or technology projects.
  • Expert knowledge of Major Command, Air Force and DoD program goals and objectives; all aspects of cyber security operational test activities and applicable regulations for major military operations.
  • Expert ability to plan, organize and lead others in studies or projects and to negotiate effectively with management to implement recommendations which may involve substantial resources and/or require extensive procedural changes.
  • Ability to communicate effectively both orally and in writing. Also, negotiates complex issues and maintains good working relationships.
  • Expert knowledge of cyber security guidelines consisting of general DoD, Joint Service and Air Force Directives and ability to interpret for application to current efforts.

Position Requirements:

  • Must have Info Assurance (level 2/3) certification, i.e., CISSP or CISM IA Management Level Certifications.
  • Must be able to obtain and maintain a Top-Secret SCI security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • A relevant bachelor’s degree is required, a master’s or computer science degree is desired.?
