Duty Location:? Air Force Operational Test and Evaluation Center’s (AFOTEC) Detachment 5, Edwards AFB, California.
PCS/Retention/Relocation/Recruitment Incentives: Relocation or Recruitment Bonus may be authorized.
Telework:? This position is not eligible for remote or full-time telework because of the sensitive nature of the work.? Position is eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework".
Travel: Yes. May require limited to moderate amount of TDY based on assigned program’s test activities.
The Air Force Operational Test and Evaluation Center’s (AFOTEC) Detachment 5, is responsible to test, evaluate and report on the operational capabilities and supportability of the Air Force's newest platforms and modernization efforts for all bomber, C2ISR (manned/unmanned), mobility, trainer, and vertical lift aircraft and their supporting systems.
AFOTEC Det 5 is currently seeking a full-time OT&E Program Manager to serve at AFOTEC Detachment 5 at Edwards AFB, CA. This position is an NH-0301-III which has typical 2024 salary range of $101,121 - $156,323 (w/Los Angeles locality).
Mission: Inform the Warfighter and Acquisition through Operational Test.
POSITION DESCRIPTION:
*????????? Serves as the Operational Test and Evaluation (OT&E) Program Manager for assigned weapon systems and subsystems. Serves as the AF/Joint Agency/DoD OT&E Test Manager for assigned long-range programs and has oversight responsibility of all phases of operational testing. Leads a diverse test team of military, civilian, and contractor personnel encompassing a wide variety of disciplines to include engineering, analysis, logistics, communications, maintenance, intelligence, modeling, simulation, and operations.
*????????? Designs, develops, and directs the operational test plan for assigned ACAT I, II, or DoD oversight major weapons systems programs. Coordinates plans, testing, and resource requirements with DoD, major commands (MAJCOM), Air Force Material Command (AFMC) Product and Test Centers, joint and other services, and foreign countries. Conducts testing and evaluation in the appropriate operational representative environment utilizing concepts of operations to ensure the systems will operate effectively, be sustainable, mission capable, and safe for the warfighter.

Responsible for the final report that will be submitted to Director, Operational Test and Evaluation (DOT&E) who will, in turn, present it to Congress to support the Full Rate Production decision or stop further development of new or modified weapon systems. Documents test procedures, assessment methodologies, and final recommendation on test results.
*????????? Executes, chairs, and/or attends test events, integrated test planning meetings, Joint Reliability and Maintainability Evaluation Team (JRMET) meetings, deficiency report boards (DRB), core teams, critical design reviews, and any other meetings necessary to plan and execute integrated operational testing and evaluations (IOT&E). Represents the organization during visits with government and industry representatives.
POSITION RESPONSIBILITIES:
*????????? Knowledge of airpower plans and procedures for conducting major operations such as war, military operations other than war, mobilization, and deployment to evaluate mission readiness of new or modified weapon systems applying prior military officer expertise, or equivalent experience, as it applies to assigned programs.
*????????? Knowledge of airpower program goals, objectives, and operational missions while planning, coordinating, and budgeting OT&E test activities, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
*????????? Knowledge sufficient to analyze and draw conclusions regarding test mission results and write technical reports appropriate for senior AF, DoD, and joint service executive and technical level reviews.

*????????? Knowledge of a wide range of qualitative and quantitative methods for the planning and assessment of operational tests for highly complex weapon systems and subsystems.
*????????? Ability to research, analyze, and interpret high-level guidelines including general, DoD, Joint Service, and military service directives and instructions requiring considerable adaptation and/or interpretation for application to issues or problems.
*????????? Skill in effectively interacting, operating, and communicating (both verbally and in writing) with personnel from diverse backgrounds/qualifications/experience.
QUALIFICATIONS FOR THE POSITION:
*????????? Prior experience as a rated military aviator (e.g., pilot/navigator) is highly desirable when recruiting for this position.
*????????? Prior experience in aircraft test, either developmental test or operational test, as an aircrew member is highly desired.
*????????? Previous experience as an instructor on military aircraft operations is highly desirable.
*????????? The employee must be able to obtain and maintain a Top-Secret clearance as a condition of employment.
*????????? A master’s degree in a related area is highly desirable.
*????????? Combat flight experience is highly desired.
*????????? Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
*????????? This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
*????????? The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
