The game of football in the National Football League (NFL) is in a constant state of adaptation. New rules are adopted annually, introducing new elements and eliminating outdated aspects of how the game is played. These rule changes are guided by the NFL Competition Committee that was formed in 1968, and fueled by suggestions from various NFL employees.

The Competition Committee’s actions are based on feedback from a variety of internal NFL sources. At the end of each season, the 32 NFL clubs provide their feedback on various aspects of the game, including player protection, officiating, competitive balance, and technology. In the lead-up to the NFL Scouting Combine, NFL Football Operations engages with coaches, general managers, players, and NCAA representatives to gather additional suggestions for potential rule changes. The committee, in conjunction with NFL operations, also analyzes data related to injuries, instant replay, and technology.
The committee then holds a meeting before the combine to prepare agenda items, discuss the feedback they received, and review information in collaboration with league medical advisors, members of the coaches’ and general managers’ subcommittees, and NFL Players Association representatives.
After the combine, the committee reconvenes to deliberate on proposals submitted by clubs, formulate rules and revisions based on what's been presented, and compile a report containing supporting statistics to assist with discussion and voting at the league’s annual meeting. At the annual meeting, the Competition Committee presents its findings to the 32 owners, who cast votes on any proposed new rules or rule changes. For a new rule or revision to be adopted, it must garner the support of 75 percent of the owners, requiring 24 affirmative votes out of the 32 clubs.
