“While there is an active new-construction market, most of the lots have been built on in Old Greenwich’s 375-year history,” Mr. Pruner said. “In the 1980s and 1990s, more modest homes started to be replaced by much larger ones, which resulted in planning and zoning tightening the floor-area ratio regulations to limit the house size to one more appropriate for the lot size in each zone.”
