New York Times: Forget Watergate, Think Iran-Contra
In today's New York Times, I argue that the choice of an independent counsel cannot override the President's constitutional authority to direct all federal law enforcement. Our Constitution instead requires that any investigation of links between Russia and President Trump ultimately fall to Congress, which must use its powers of funding, oversight, and impeachment to respond. If Trump wants to forestall crippling impeachment proceedings, he should follow Reagan's example in responding to Iran-contra: fire his senior White House staff, appoint an independent presidential commission, and concentrate on national security and foreign affairs rather than playing prime minister.
