A New Safety Requirement for NYC Escalators
As of January 1, 2025, a new code requirement mandates that all escalators in New York City must be equipped with skirt deflector devices. This update aims to enhance passenger safety by reducing the risk of entrapment and injury.
What are Escalator Skirt Deflector Devices?
Skirt deflector devices, typically soft brushes, are installed along the sides of escalator steps to prevent items like clothing, shoes, or hair from getting caught in the gap between the moving steps and the stationary side panels. These devices act as a barrier, gently guiding objects away from the danger zone.
Remember: By January 1, 2025, all escalators must be equipped with skirt deflector devices. This requirement is outlined in Section 5.3.7.2 of ASME A17.5.2015 as modified by K3 2022. Retrofitting escalators to meet this new code requirement is a significant undertaking that requires a NYC Department of Buildings permit. Once the work begins, the escalator cannot be used until the upgrade is complete.
Why is This Code Update Necessary?
While escalators are generally safe, accidents can still occur. Skirt deflectors provide an extra layer of protection, minimizing the risk of entrapment and ensuring a smoother, safer ride.

5.3.7.1?Means shall be provided to cause the electric power to be removed from the escalator driving machine motor and brake if an object becomes caught between the step and the skirt as the step approaches the upper comb-plate, intermediate device or lower comb-plate. On units having a run of 20 feet (6.1 m) or more, intermediate devices shall be provided on both sides of the escalator with devices located at intervals of 10 feet (3.05 m) or less. The activation of intermediate devices shall stop the escalator at a rate not greater than 3 ft per sec2 (0.91 m/s2) in the direction of travel. The upper and lower skirt obstruction device shall be located so that the escalator will stop before that object reaches the comb-plate. The activation of any skirt device shall stop the escalator with any load up to full brake rated load with the escalator running.
5.3.7.2?Skirt deflector devices, in accordance with Section? 6.1.3.3.10 of A17.1, 2013, shall be provided no later than January 1, 2025.
