The Canadian Post-Graduation Work Permit (PGWP) program is essential for international students seeking work experience in Canada after graduation. However, significant changes to PGWP eligibility were announced on September 18 and will take effect on November 1, 2024.

While full details of the eligibility criteria were initially unavailable, IRCC has now provided a complete list of eligible study programs for PGWP starting November 1.

These new requirements aim to simplify the process and ensure that only students with specific qualifications can benefit from this work permit.

Changes to Eligibility Requirements Effective November 1, 2024

If you’re planning to apply for a Post-Graduation Work Permit (PGWP) after November 1, 2024, there are new eligibility rules you need to follow. These rules depend on when you applied for your study permit and what level of education you completed.

1. For Students Who Applied Before November 1, 2024

University Graduates (Bachelor’s, Master’s, Doctoral Degrees): Language Requirement: You must show that you have a minimum Canadian Language Benchmark (CLB) of 7 in all areas: reading, writing, listening, and speaking.

Other University Programs:

  • Language Requirement: The same CLB 7 requirement applies.

College or Other Programs:

  • Language Requirement: You need a minimum CLB of 5 in all areas.

2. For Students Who Apply On or After November 1, 2024

University Graduates (Bachelor’s, Master’s, Doctoral Degrees):

  • Language Requirement: You still need CLB 7 in all language skills.
  • Field of Study: No additional restrictions apply; all fields are eligible.

Graduates from Other University Programs:

  • Language Requirement: Again, CLB 7 is required.
  • Field of Study Requirement: You must graduate from a program in a field that is in high demand in Canada.

College Graduates or Other Programs:

  • Language Requirement: You need a minimum CLB of 5.
  • Field of Study Requirement: Your program must be linked to occupations that are experiencing long-term shortages.

English Language Tests

To meet language requirements, you can take one of the following tests:

1. CELPIP: Take the CELPIP-General test. 2. IELTS: Choose the IELTS General Training option. 3. PTE: Take the PTE Core test.

Make sure to prepare for the test that best suits your needs!

Fields of Study Eligible for PGWP After November 1, 2024

The new PGWP rules set specific field of study requirements for certain programs. These fields focus on occupations in long-term shortage areas in Canada. If your study program falls under these categories, you may be eligible for the PGWP.

Examples of Eligible Fields of Study:

1. Agriculture and Agri-Food:

  • Agriculture, General
  • Agricultural Business and Management
  • Animal Health

2. Healthcare:

  • Veterinary Sciences
  • Nutrition Sciences
  • Special Education

3. Science, Technology, Engineering, and Mathematics (STEM):

  • Molecular Genetics
  • Computer Science

4. Trade:

  • Meat Cutting
  • Equestrian Studies

5. Transport:

  • Aircraft Pilot
  • Heavy Equipment Operation

These are just a few examples; there are many more programs eligible for the PGWP.

Starting November 1, 2024, changes to the PGWP will significantly affect international students wanting to work in Canada after graduation. The new language and field of study requirements will add complexity, especially for those applying for study permits after the deadline.

To maximize your chances of securing a PGWP, ensure your program meets the updated criteria and prepare to meet the language proficiency standards.

What Remains the Same

For many international students, the core eligibility criteria for the PGWP program remain the same despite the new rules. Here are the key aspects that are unchanged:

1. Designated Learning Institution Requirement: Students must complete their program at a PGWP-eligible designated learning institution (DLI). This requirement is still in place.

2. Physical Presence: Students are still required to be physically present in Canada for most of their program.

3. Existing Applications: If you apply for a PGWP before November 1, 2024, you only need to meet the current eligibility criteria, meaning the new changes won’t affect you.

4. Flight School Graduates: Graduates from a PGWP-eligible flight school will not be subject to the new criteria, even if they apply for a work permit after November 1, 2024.
