New Parliament, New Echoes: The Roar of Renewed Expectations

As we stand at the dawn of this new beginning, it is also a moment for introspection. Beyond the labyrinth of legislative procedures and the rigmarole of parliamentary debates, we need to delve deeper and reflect upon the soul of our parliamentary democracy. It's a journey that calls for an understanding of our systemic challenges and a vision to envisage potential reforms that can further fortify the pillars of our democratic institutions.

Understanding the Anti-Defection Law

The Anti-Defection Law, introduced in India in 1985 via the 52nd Constitutional Amendment Act, was designed to combat the prevalent trend of 'Ayaram-Gayaram' in Indian politics. This term originated when an MLA from Haryana, Gaya Prasad, changed his party affiliation multiple times within a short span in 1967. The law seeks to prevent members of the legislature from switching party allegiance after their election or defying the party whip during voting times in the parliament

Despite its intentions, the Anti-Defection Law has been criticised for its unintended effects on parliamentary democracy. For example, it has been accused of confusing dissent for defection, stifling freedom of speech, and inhibiting parliamentary debate. It's also been claimed that the law hasn't effectively addressed the issue of corruption in the Parliament, as there has been a rise in defections even after the law came into effect

The Role of Parliamentary Standing Committees

Parliamentary Standing Committees are an integral part of the legislative process in India. These committees discuss bills and issues in detail, scrutinising them clause by clause, which is often impossible in the full house due to time constraints. Their reports, although not binding, influence the path of legislation significantly. It's also important to note that these committees are bipartisan, with members from all major political parties, which fosters a cooperative rather than confrontational approach to policy-making.

Why Televising Parliamentary Standing Committees Matters

Currently, the proceedings of these committees are not open to the public or the media. They operate behind closed doors, which can lead to a lack of transparency and accountability. Televising the proceedings of these committees could bring about several benefits:

  1. Enhanced Transparency and Accountability: Televised proceedings would allow citizens to follow debates and discussions in real-time, leading to greater transparency. This openness would also hold committee members more accountable for their words and actions.
  2. Informed Public Discourse: The public could gain a better understanding of policy issues and legislative processes, leading to more informed public discourse. It would also shift the focus of political discussions from personality-driven politics to more pressing policy issues.
  3. Increased Political Engagement: By watching the deliberations, citizens might feel more connected to the policy-making process, potentially leading to increased political engagement.

Increasing Parliamentary Sitting Days

Increasing the number of parliamentary sitting days is another crucial step towards strengthening the democratic process. In recent years, the number of sitting days in the Indian Parliament has been significantly lower than the global average. More sitting days would mean more time for debate, discussion, and decision-making, leading to more comprehensive scrutiny of proposed legislation and government policies. It would also allow more opportunities for MPs to raise issues of importance to their constituents, enhancing the representative nature of democracy.
