The Mayor issued his intention to publish the New London Plan to the Secretary of State on 9 December 2019 who, after scrutiny, provided comments on the 13th March 2020.
It contains some major updates but, although only a draft, this document is considered to be a material consideration when determining planning applications, particularly when it comes to larger developments.

? Extension of the zero-carbon target to cover major commercial development as well as major residential development
? Detailed assessment, using DSM in line with CIBSE TM59 & TM52, of how major development proposals will reduce overheating risk
? An addition to the energy hierarchy to include a ‘be seen’ requirement to monitor, verify and report annually on energy performance for at least five years post construction.
? Additional requirements for GLA referable applications including Circular Economy Statement and Whole Life-Cycle Carbon Assessment to reduce life-cycle carbon emissions & embodied energy.
