New CABE Board Members Announced
Chartered Association of Building Engineers
A unifying voice within the construction sector
As part of the CABE AGM on 17 February 2024, the President of the Association, Richard Smith PCABE FCABE was delighted to announce the results of the CABE Board Elections.
CABE’s Board is made up of representatives from the Association and every year, CABE Chartered Members are invited to stand for election or nominate candidates and vote for who they want to represent them. The Board then sets the overarching strategy for the Association and ensures its delivery.
The following members will take up their new positions from June 2024:

Paul Grinyer C.Build E FCABE
Paul is a Chartered Structural and Building Engineer with over 30 years of experience in the industry. After 13 years working at director/partner level across various engineering businesses, Paul set up his own consulting engineering practice, allowing him to provide a more tailored service to clients and to dedicate more time to involvement with CABE.

Paul was elected as an Ordinary Board Member in 2021, is a current trustee of the CABE Benevolent Fund and will also move from Vice-Chair to Chair of the Membership & Professional Standards Committee (MPSC) as of April 2024. He played an integral part in the Association gaining its Engineering Council licence in 2020 and is a passionate believer in the MPSC’s work feeding into CABE’s ongoing development.
Paul’s own comment on his Vice-President nomination: “With a thorough knowledge of the workings of CABE, I consider myself well-placed to continue to serve members… If elected I will continue to dedicate my time and efforts to promote CABE and support members through these difficult times.”
Christine Leigh C.Build E FCABE
Christine’s diverse career spans over 20 years, with experience in specialist areas such as Building Control, Building Regulations and Fire Safety. Currently she works as Associate Fire Safety Engineer at OFR Consultants, offering mentorship to junior colleagues and those working to attain professional membership.
Having been Chair of the North West region of CABE for over eight years, Christine previously served as its Secretary and has sat on the CABE board. She also currently represents CABE as a regional member of the Construction Industry Council (CIC), and through these forums Christine strives to promote knowledge-sharing and drive change across the industry.
Gary Cass C.Build E FCABE
Gary is the current CEO of Hertfordshire Building Control, Build Insight and BCC Ltd. His career to date has predominantly occupied technical and strategic leadership roles with a history in both public and private sectors.
Currently studying part-time for a PhD, Gary has a Master’s degree from the University of Cambridge. He was a policy board member for the Chartered Institute of Building (CIOB), has contributed to CIC and National House Building Council (NHBC) review groups and is a member of the MPSC. These experiences embody Gary’s commitment to the safeguarding of people within the built environment.
