As we all know that unlike most text ads, which are targeted to search queries directly by keywords, Dynamic Search Ads show up on Google based on the content of your website.
To get your dynamic search ad campaigns up and running more quickly, AdWords will now automatically use the “Recommended bid” when you select a category during the creation process. These automated bid recommendations can save you a lot of time if you're adding a large number of categories.
Example: If you have four categories selected: “sandals”, “running shoes”, “loafers”, and “flip flops,” you no longer have to manually set bids for each category. However, you can also adjust recommended bids or leave the field empty to use the ad group's default bid.
Bid recommendations only show for accounts with sufficient data and are based on the performance of your existing keywords that are targeting similar search queries. Please take a look at the screen shot which can help you better illustrate the topic I am referring to:
