Network Construction Operations (NCO) qualifications to become mandatory by 2025

As the deadline for the mandatory Level 2 Network Construction Operations (NCO) water qualification approaches, water network providers and their contractors must ensure their operational teams are adequately trained and ready for AMP 8, effective from April 2025.

The transition to making the Level 2 NCO Water qualification a mandatory requirement marks a significant step forward in setting a level playing field in both water companies and contractors.

Operational teams must prepare for AMP 8 in April 2025

The Office of Water Services (Ofwat ) mandates that by April 2025, all operatives working on developer services must complete a Level 2 NCO Water qualification. Previously a recommended standard, this qualification will provide essential assurance to water companies and asset owners that operatives working on the water networks possess the necessary level of competence.

Making the NCO Water Scheme mandatory reflects the water industry’s commitment to improving the standards of workmanship, safety, and environmental protection across all water network construction projects. By standardising competency, the industry is looking to ensure the integrity and reliability of water networks.

Early preparation for AMP8 is essential

It is important for all water network providers and contractors to assess their employees’ qualification and training needs well before the mandate takes effect. Anyone unsure of their requirements should engage with training providers such as Develop Training Ltd as they can provide guidance.

• Main Laying Upskill (NCO Water) – 180m to 315mm pipe diameter
• Main Laying Upskill (NCO Water) – above 315mm pipe diameter

*These qualifications are the only nationally accredited ones for the water industry and are mandatory for registration on the Water Industry Registration Scheme (WIRS).
