Project Description

Problem Statement

The Department of Defense (DoD) seeks to prototype innovative #design and #construction techniques and #materials in order to improve the energy and water efficiency of its existing building infrastructure.??Therefore, the DoD is seeking new approaches, potentially turnkey, for the #netzero design and renovation of existing buildings.

Buildings and their supporting systems (e.g. heating, ventilation, and air conditioning (HVAC), lighting, etc.) have a significant impact on energy use and the environment.?Commercial and residential buildings comprise approximately 76% of the electricity demand and are responsible for 40% of greenhouse gas (GHG) emissions in the United States.?Much like the private sector, the DoD’s building stock is one of the single greatest drivers of energy demand.?With more than 283,000 buildings located on 500 installations worldwide, DoD buildings account for nearly one quarter of total energy use in the federal government.?

The DoD’s commercial grid dependence creates mission risks due to potential disruptions from extreme weather and cyber attacks while simultaneously creating undue strain on the local energy infrastructure.?This strain is magnified due to the age of existing DoD building stock, the majority of which was built between 1940 and 1990.

Renovation solutions that reduce ongoing maintenance actions by DoD personnel are preferred. Solutions should be capable of being designed, reviewed, and approved within a six- to nine-month timeframe.


Desired Solution Features

Renovations should accommodate local geographies both domestically and globally for multiple building types. For example - administrative, housing and community, barracks, supply, research, development and testing, maintenance and production, hospital and medical, and any other type of facility - located at a DoD installation. The successful solution brief will offer a comprehensive strategy for implementation of net zero technologies into building renovations.


Desired solution features of the design and construction include the following attributes and capabilities:

  • Design building to achieve at least 30% “site energy” consumption reduction from ASHRAE 90.1 2022 baseline in accordance with Normative Appendices G and I, notwithstanding the applicability provisions of paragraph 2.2.
  • Net Zero Building. A net zero building is defined as a highly energy efficient building with scope 1 and scope 2 greenhouse gas (GHG) emissions from all building operating energy use (excluding mission-specific process equipment)??equal to zero on an annual basis.
  • Full electrification of standard building operations including: heating, hot water heaters, laundry, cooking, and other equipment.?
  • Passive design features including: siting, orientation, passive solar design, daylighting, natural ventilation, HVAC improvements, and superinsulation of the building envelope.
  • Use of sustainable materials with a ‘low’ Global Warming Potential (GWP) construction materials as defined in Carbon Leadership Forum’s 2021 Material Baselines report. https://carbonleadershipforum.org/2021-material-baseline-report/
  • Advanced energy and water metering.
  • Interconnection, integration, compatibility, and ability to communicate with the local installation’s energy and water utility/energy management, monitoring and control systems, and privatized utilities.
  • Incorporate sustainable principles to include Life Cycle cost-effective solutions for energy, maintenance and operational elements.
  • Descriptions of past examples of designing and renovating facilities with LEED, Green Globes, or other third-party sustainability certifications and description of the credits associated with the Environmental Product Declarations.?
  • Be cost effective in all phases (design, construction and servicing)
  • Front end loaded design collaborative process.

Vendors (Design/Build firms, Design and Construction joint ventures) may submit a solution brief as part of a team. Initial submissions can be as simple as providing company information along with your business development deck (or capability statement) highlighting how your approach, technology, and/or experience could offer a compelling solution. Vendors may choose to provide a white paper or slides (no more than 5 white paper or 15 slides please).?

Project Expectations?

  • Develop detailed project requirements to meet objectives
  • Submit detailed solution briefs for completing the design and construction
  • Develop and negotiate design and renovation agreements
  • Prepare relevant documents including design analyses, drawings, digital models, calculations, and specifications
  • Achievement of third-party sustainability certifications, preferably achieving all credits associated with Environmental Product Declaration.
  • Perform quality control and collaborate with DoD quality management personnel.
  • Functions of quality control will be the responsibility of the vendor.?Functions of quality assurance will reside with the DoD.
  • Vendor(s) must have ability to conduct projects at DoD installations across the United States and its territories.

Initial submissions (Phase 1) should demonstrate previous relevant and verified experience designing and renovating buildings using appropriate integrated standards to meet aggressive energy performance and sustainability targets. Respondents must have completed four renovation projects within the last 10 years with each project value exceeding $10M. Past projects must include achievement of energy efficiency designed to meet or exceed??30% energy consumption reduction from ASHRAE 90.1 baselines. Past building projects must include achievement of sustainable third party certification.

The selected vendor/team will demonstrate these approaches by delivering a multi-story barracks building renovation of approximately 44,000 square feet at Fort Campbell, Kentucky.


Process

Submissions will be evaluated in accordance with CSO HQ0845-20-S-C001 available on https://DIU.mil.?https://SAM.gov will also have information and links to the DIU website for instructions on how to complete the Phase 1 Solution brief.

Vendors selected for Phase 2 will receive an amplification letter with expanded details to help inform their Phase 2 pitches. Those vendors will be expected to provide their Rough Order of Magnitude (ROM) breakdown.

The vendors’ Phase 2 pitch shall address the Phase 2 evaluation factors contained in CSO HQ0845-20-S-C001.

DoD requires companies without a CAGE code to register in SAM (https://SAM.gov/SAM/) if selected for agreement award. The Government recommends that prospective companies begin this process as early as possible, as registration may take six to eight weeks.


Eligibility Requirements

Eligibility

This solicitation is open to U.S. and international vendors.

Vendors are reminded that in order to utilize an Other Transaction agreement, the requirements of 10 USC 4022 must be satisfied. Specifically reference 10 USC 4022(d), which requires significant contribution from a nontraditional defense contractor, all participants to be small business concerns, or at least one third of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government.


Awarding Instrument

This Area of Interest solicitation will be awarded in accordance with the Commercial Solutions Opening (CSO) process detailed within HQ0854-20-S-C0001 (DIU CSO), posted to https://SAM.gov in March 2020.?


Follow-on Production

Companies are advised that any prototype Other Transaction (OT) agreement awarded in response to this Area of Interest may result in the award of a follow-on production OT agreement or contract without the use of further competitive procedures. The follow-on production OT agreement or contract will be available for use by one or more organizations in the Department of Defense and, as a result, the magnitude of the follow-on production OT agreement or contract could be significantly larger than that of the prototype OT. As such, any prototype OT agreement will include the following statement relative to the potential for follow-on production:?

"In accordance with 10 U.S.C. § 4022(f), and upon a determination that the prototype project, or portions thereof, for this transaction has been successfully completed, this competitively awarded prototype OT agreement may result in the award of a follow-on production OT agreement or contract without the use of competitive procedures.”
