On 29 Mar 2019 at 11.33 AM in the morning, a young and dynamic lady officer Neha Shoree, who was performing the duties of ’Zonal Drug Licensing Authority-cum-State Flying Squad Head’; was murdered in broad daylight in her office seat in the Food & Drug Administration Office at Kharar, Distt, SAS Nagar in Punjab.? Later, within the next two minutes; the murderer Balwinder Singh was alleged to have committed suicide. Can you believe that the beleaguered father, Capt Kailash Kumar Shoree, a veteran of the 1971 war is running from pillar to post to bring to justice, the cabal that conspired in the murder of his daughter?? This is not Pakistan, Afghanistan, or Libya; it is Bharat. Where are our politicians, bureaucrats, police, and the Honourable Judges?? Where is the rule of law? If anyone feels that they are there; just ask Capt Shoree who will tell you his travails in fighting a system steeped in greed, corruption, and moral degradation which; not only has no qualms in destroying evidence in Neha’s brutal murder: but also pushes our youth, including girls, into the dragnet of drugs and death.? It is the future of our children and our Bharat! Does it mean anything to the cabal who are laying one impediment after another to ensure that justice does not see the light of the day? They are all waiting for the 75-year-old indefatigable father to die so that the crime and nexus are buried in the labyrinthine cellar of unsolved cases.
The plot opens to make illegal money by flinging our children into a stranglehold of drugs. We know that the drug menace has struck Punjab and has incapacitated the society.? In Punjab, there are about 250 Drug Deaddiction Centres, 100 Rehabilitation Centres, and 550 OOAT clinics (Outpatient Opioid Treatment Clinics). There are also many more unregistered de-addiction centers and village shops selling drugs and Chitta (an extract of opium laced with synthetic drugs). This scam is about the Buprenorphine Tablets which are procured in Punjab by the Health Systems Corporation for supplies to its de-addiction centers; and, by the Private Sector: for the psychiatric treatment of patients. Crores of tablets are procured by the government and by the private sector, purportedly for the treatment of patients. But almost all these tablets end up in black markets for prices ranging from ? 80 to 150 per tablet and are sold to our youth who enjoy going high on them. As per the TOI report of 5 Nov 2019, the Health Department capped the official price of each tablet at ? 7.50 per tablet. As per response to an RTI query, the number of tablets procured by Punjab Health Systems Corporation alone during the period of 2016 to 2022 is 32,29,54,500. These were supplied to its 45 de-addiction centers. The private sector does not come under the purview of RTI. According to authentic sources; 3to4 times more tablets were procured by the private sector. One can make a ballpark estimate of profits that get lined up in the pockets of politicians, bureaucrats, doctors, and unscrupulous traders. As per the India Today Report dated 12 Sep 2023, it is alleged that the Congress Government that was in power in 2019-2020 was not cooperating with the ED which was conducting the investigations. The motto of the perpetrators is ‘Let our state, country, and people go to dogs; so long as we can amass the money and secure the future of our families;’ all is well with the world. Only those who have degenerated for generations can do such vile organized crimes of murder. Yes; we have enough of them in the country in general and in governments. ???????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????The cabal is politico-bureaucratic as per Capt Shoree and, anyone who poses an impediment in their pursuit of wealth is eliminated. Neha Shoree, 36, was murdered in cold blood when six bullets were pumped into her. Her only fault is that she was honest and passionate about her duty to end the drug menace and save our youth from the vice of drugs. She had exposed the drug racket and the license of the De-addiction Centre at Kharar was cancelled based on her report dated 14 Jul 2018 to the Joint Commissioner (Drugs). She became a popular officer among the public as evidenced by her pictures in local functions in newspapers. However, in the process, she earned the ire of those in power who were commercially benefitting from existing systems of drug proliferation and were deriving electoral gains by addicting youth to drugs.
The narrative of the Punjab Police on the double murder was that Balwinder, who was a drug seller and an addict; procured the arms license and purchased a revolver on 12th Mar 2019.? After committing the murder, he ran out and committed suicide within the next two minutes.? Indeed; a neat storyline that a desperate drug addict took his revenge and murdered Neha Shoree as she was instrumental in cancelling his father’s license way back in 2009 and for not granting a fresh license to his wife.?? SIT closed this double-murder case in Feb 2020. As before, the drugs continued to perpetuate lining up the pockets of politicians, bureaucrats, and police, alleges Capt Shoree. But the entire government machineries of Punjab as well as the Union Government, irrespective of the parties in power are silent; because the cabal is so deeply entrenched that it is better to ignore Capt Shoree. After all, how long this 75-year-old bereaved father can survive? His application to the High Court Punjab to reopen the case is pending; ‘Tariq pe Tariq’ the eponymous filmy dialogue is literally being retold.? He is helpless with age catching up; notwithstanding he is relentlessly pursuing to bring to books those involved in the murder of his daughter.??
Some Unanswered Questions?
The murderer while allegedly shooting himself; fired at the Right Frontal Region near the midline (forehead) causing damage to his scalp, skull, brains, meninges, and vessels. He then fired the second bullet on the Right Side of the Manubrium Sternum (middle of the chest) causing damage to the Chest walls, Ribs/Sternum, and cartilage. Is it humanely possible for the victim to fire two rounds; one at his own skull to shatter his brain and still have his mental faculties to fire the next bullet in the center of his chest?? How come the murderer fired the second bullet at his own chest after shattering his own brain with the first bullet? Moreover, the two bullets recovered from Balwinder’s body were not sent for forensic examination. All examinations were either not done or were done 2 to 4 months after the double murders; and that too, only after vigorous and sustained pleas by the aggrieved parents of Neha Shoree.
The bullet wounds sustained by Neha Shoree were fired from a revolver spun weapon hence the entry points were round.? The bullet wounds on the Balwinder’s body were oval; proving the two weapons were different and were fired at angles.? Is it possible in two minutes for him to change the weapon and commit suicide??
She was murdered on 29 March 2019 and the Special Investigation Team (SIT) was convened and reconvened several times. Within a period of 12 days, three teams were composed and cancelled. The fourth SIT officially started its investigation on 10 Apr 2019. It certainly raises serious doubts about the intent of the convening authority. ?Otherwise, why should four SITs be convened in 12 days?
The Model Code of Conduct was imposed on 10 Mar 2019 in the country for the upcoming general elections. How come the murderer Balwinder Singh got the arms license on 12 Mar 2019? The entire process of granting the Arms License was done on a single day, and that too on 11 Mar 2019. It was signed by nine government functionaries located in different towns of the district, in similar hand-written endorsements and without moving the file. What was the hurry? Balwinder could be given the weapon after the Lok Sabha elections. Was he armed precisely for the purpose of murdering Neha Shoree because she was an impediment in illegal earnings of the politico-bureaucratic nexus?
The then CM of Punjab Capt Amarinder Singh was known to be a champion for the cause of veterans. He continued to be the CM for the next year and a half.? Was the entire official machinery used to obfuscate the truth and peddle a false narrative? Even the weapons and ammunition were sold without proper documentation. The entire process and the sequence of documentation need to be examined in detail as shortcuts were taken and the rules were circumvented for hurriedly providing the weapon and ammunition to the murderer.? The entire documentation was done at the DC Rupnagar’s Office without movement of the file; alleges Capt Shoree who has the documentary evidence with him.
Mobile phones of Balwinder &Neha Shoree, and her office laptop were handed over to the SIT. The entire investigation was botched up. Why the forensic examinations of mobiles, laptops, ballistics, cyber, CDRs, electronic data, PMRs, CCTVs, property transactions and insurance claims were not carried out despite repeated requests by Capt Shoree? The investigation was done selectively to prove the false narrative that a drug addict carried out the murder of Neha Shoree as an act of revenge and committed suicide thereafter.?
The Way Forward?
The parents of the aggrieved have petitioned to reopen the case. If it was such an open and shut case; why is the High Court not hearing it again and dispose it? Justice should not only be done but also seem to be done. Why is the honourable Judiciary not proactive in rehearing the case to get at the truth and remove all lingering doubts?? Who all are trying to delay and deny justice? What about the resolve of her 1971 war-veteran father who is fighting old age & and illnesses and grappling with a recalcitrant system that punishes the innocents and rewards the accused? Why can’t re-investigation be done by central agencies like the Narcotics Control Bureau, NIA, and CBI? The preamble of our constitution mandates and assures every Indian to get access to Judicial remedies; it does not say after the death of the aggrieved.
It has been over four and half years since the murder of the young and dynamic officer.? Her only fault was that she loved her country and was passionate about her job to save Bharat and its youth from the menace of drugs.? May I request the Honourable CJI, the PMO, the Law Minister, the Home Minister, the W&C Development Minister, the Chief Justice of Punjab High Court, the Chief Minister of Punjab, and all those citizens who believe in justice, fair play, and love for our Nation; to bring to justice those involved in her murder.? The least Bharat can do is; to hand over this double-murder case for re-investigation to CBI or NIA. A truthful investigation for justice for Neha Shoree and Balwinder Singh will be a step in freeing our youth from the drug menace and pave the way for implementing reforms in Drug control, Police, and bureaucracy. Neha Shoree’s sacrifice should not and shall not go in vain. Bharat Mata owes an answer to the People of Bharat and to her parents.

1 年I like the spirit of Gen. Kamath. Although there are many hurdles in getting justice and corruption at every level in the Government, we can’t stop fighting. Only this spirit will one day lead us to more honest, just society for our future generations
