A Need for Change
Our two rescues, Maggie, a Cockapoo, and Chase, a miniature Poodle, spent the early years of their lives confined in a commercial breeding facility in Iowa. These two pups were part of a massive rescue operation in November 2021, involving over 500 dogs and puppies across multiple locations owned by a single proprietor. The owner surrendered the animals after the U.S. Department of Agriculture (USDA) cited him with over 190 violations of the Animal Welfare Act. Among the harrowing findings were deceased dogs, severe outbreaks of diseases like parvo and distemper, moldy food, and animals crammed into cages far too small for humane living conditions.
A rescue organization in Kansas City, Wayside Waifs , stepped in to help, taking in 142 of these animals. It was through Wayside Waifs that Maggie and Chase came into our lives.
Rescued dogs like Maggie and Chase often bear the scars of their early experiences. Many commercial breeders, colloquially referred to as "puppy mills," prioritize profit over the welfare of the animals. The result is a proliferation of dogs raised in deplorable conditions, with little to no socialization or human interaction. When these dogs are fortunate enough to make it to rescue organizations, they often carry lasting psychological and behavioral challenges.
When we first heard about the Iowa rescue and contacted Wayside, Maggie and Chase were among the last few dogs available for adoption. At two and three years old, they already exhibited signs of trauma. Their timid, fearful behavior made them less appealing to many adopters. But when we saw their faces, we knew they needed us. Having rescued dogs before, I understood the patience and care it would take to help them heal.
Now, as we celebrate the third anniversary of their adoption, I’m overwhelmed by the transformation these two have made. Chase, once touch-sensitive and timid, has blossomed into a social, affectionate companion who loves being held and petted. Maggie, who was initially afraid of everything, has become the leader of the pack, delighting in doggie daycare and making friends wherever she goes.

While Maggie and Chase’s story is a testament to resilience and love, it’s also a sobering reminder of the ongoing issues surrounding commercial breeding. In states like Texas, the shipment of animals from commercial breeders continues to occur. Texas receives thousands of animals annually from out-of-state breeders, perpetuating the cycle of inhumane practices and overpopulation in shelters. Data from the Humane Society of the United States reveals that Texas ranks among the top states for shelter euthanasia rates, partly due to an influx of animals from commercial breeders.
Organizations like the Texas Humane Legislation Network (THLN) work tirelessly to address these issues. Based in Austin, THLN advocates for stronger animal welfare legislation. They have been instrumental in drafting and supporting bills aimed at regulating commercial breeders and limiting the shipment of animals into Texas. Their work emphasizes the need for transparency, stricter enforcement of animal welfare laws, and public education about the realities of commercial breeding.
Ending the shipment of animals from commercial breeders to Texas is not just about reducing shelter overpopulation; it’s about taking a stand against systemic cruelty. By supporting organizations like Texas Humane Legislation Network , we can push for meaningful change and ensure that fewer animals suffer the fate of those like Maggie and Chase. Their story is a hopeful one, but it also serves as a call to action: to advocate, educate, and legislate for a better future for all animals.
Rescue work is more than an act of compassion; it’s a commitment to justice. Maggie and Chase’s journey from Iowa’s puppy mills to a loving home in Texas is proof that change is possible, but there’s much more to be done.
