ND Oil PAC Golf Tournament
The 2024 North Dakota Oil PAC Golf Tournament was successfully held in Medora's beautiful Bully Pulpit Golf Course.? We appreciate the thirty-seven teams who registered early for this sold out event. This year, golfers and guests were welcomed to the tournament by two of the very candidates that proceeds from the tournament are used to support.
U.S. Congressman Kelly Armstrong started the morning by thanking members of the oil and gas industry for the great amount of support shown to him in past elections and this year in his run for Governor of North Dakota. Kelly and his running mate Michelle Strinden are hoping to be successful in November and begin their work in the Governor’s Office.??
Also joining tournament attendees was Julie Fedorchak, ND Public Service Commissioner and candidate for U.S. Congress, who provided words of welcome and also greeted golfers as they rounded out Hole #1. Julie’s demonstrated commitment to sound policymaking and experience in the energy sector will be a valuable asset to Congress if things go well for her in November. The ND Oil PAC thanks both Julie and Kelly for joining us in the middle of a busy campaign season.

Getting to Know NDPC Board Members
Shane Bryans, Ham's Well Service
The sixth NDPC Board Member to be highlighted for the NDPC E-News series is Shane Bryans. ?Shane is the Vice President for Ham's Well Service/ H&L Rentals and Well Service, and has worked there for the last 16 years.? Ham's Well Service is a well servicing contractor offering solutions for workover rigs, hot oil trucks and roustabouts.? Their office is located in Westhope, North Dakota, and their team has over 50 years of industry experience.? ?In 2010, Ham's acquired Production Service in Mohall, ND, and currently operates from that location as well.? Shane is the son-in-law of the owners, Daryl and Muriel Anderson.? ?H&L Rentals and Well Service started in 1979. This side of the business offers pump rental, swivel rental, anchor testing, workover rigs and consulting services.
Shane's hometown is Carpio, which is a small town near Minot in Ward County.? As a kid living in rural North Dakota, he thought he might be a farmer.? Now he feels that his two passions are work and his family.? Most of his free time he enjoys watching his kids in sports and going fishing and hunting with them.? Shane hopes to some day fulfill one of his bucket list items of going on a New Zealand hunt.
Shane has participated?in many of the North Dakota Petroleum Foundation events and fundraisers, such as the Bakken Rocks CookFest, Bakken Classic Fishing Derby and Birds & Birdies.
NDPC would like to thank Shane for being a Board of Director since 2022.? He shared he enjoys being involved on a board that supports our state's oil industry.? "The events and meetings are a great way to interact with others that share the same values, states Shane.? ?"I want to make sure we protect our industry, so it stays strong for the future. North Dakota depends on it!"
EERC Issues Pipeline Safety Fact Sheet
The Energy and Environmental Research Center at UND has released a two-page fact sheet documenting the safety record of transporting carbon dioxide by pipeline.
The fact sheet begins by pointing out that CO2 has been safely transported via pipeline since the 1970s. It notes that the United States has more than 5,000 miles of CO2 pipelines, primarily supporting enhanced oil recovery projects.
The document shared the statistical safety record of CO2 pipelines. According to the U.S. Pipeline and Hazardous Materials Safety Administration, from 2010 to June 2024, 76 incidents were reported and documented on CO2 pipelines and related facilities. The incidents resulted in zero fatalities.?
The fact sheet points out that successful containment of small incidents is in part due to stringent design specifications, robust monitoring and safety systems by pipeline operators, and detailed operational and response plans required by federal regulations for constructing and operating CO2 pipelines.?
As the nation focuses on reducing carbon dioxide emissions, the EERC fact sheet says demand will rise for permanent CO2 storage solutions and lower carbon intensity oil production, necessitating a significant expansion of pipeline infrastructure.?
The fact sheet states that ensuring the safety and reliability of the pipelines is crucial as the world moves toward a more sustainable future.

Industry Facilitators Needed for Future T4 Summits
The North Dakota Petroleum Foundation along with other sponsors help organize T4 Summits throughout North Dakota communities to share hands-on, career exploration activities to middle school and high school students.? These T4 Summits need industry facilitators to host sessions to educate and introduce future job opportunities to North Dakota's youth.? Consider how you can facilitate a session in Stanley or Parshall in the next two months.?

Watford City Hosts Main Street Summit
Governor Burgum addressed over 400 attendees at the 2024 Main Street ND Summit in Watford City on August 28.? He reflected on the progress the state has made over the last few years.? He thanked the leaders of each community who have worked hard and attained remarkable achievements across our state in creating healthy, vibrant communities with smart, efficient infrastructure that can attract and retain a skilled workforce and support economic diversification.
Governor Doug Burgum and Lt. Gov. Tammy Miller along with the North Dakota Department of Commerce announced the recipients of the 2024 Main Street ND Awards at a social on Wednesday, August 28th.
“We are grateful for the dedication of communities throughout the state who embrace the Main Street Initiative's principles,” Lt. Gov. Miller said. “Building healthy, vibrant communities with strong infrastructure to attract and retain a modern workforce requires collaboration. These awards exemplify the success achievable when we work together.”

?Recent Plains CO2 Reduction (PCOR) Partnership Meeting
The Plains CO2 Reduction (PCOR) Partnership hosted its 21st annual meeting at Bismarck State College in Bismarck, North Dakota, drawing 156 attendees from 81 member organizations across industry and government. The event focused on speakers’ experiences developing carbon capture, utilization, and storage (CCUS) projects from planning to operations; state policy developments and permitting; and emerging opportunities in carbon management. A highlight of the event was a technology showcase where experts discussed the latest advancements in CO2 capture technology, advanced monitoring of subsurface CO2 injections, and future opportunities with CO2 enhanced oil recovery (EOR) in the Bakken.
Dale Johnson with Dakota Gasification Company (DGC) and John Litynski from EQT Corporation were presented the Pioneer Award for their impact as pioneers in CCUS. The following day, DGC and North American Coal hosted the PCOR Partnership for a site tour featuring the Great Plains Synfuels Plant and Freedom Mine. DGC, a global leader in CO2 capture and transport technology, offered attendees a firsthand look at its active carbon capture, transport, and storage project, which includes a 205-mile pipeline delivering CO2 to southern Saskatchewan for EOR.
The PCOR Partnership Initiative to accelerate CCUS deployment—funded by the U.S. Department of Energy’s National Energy Technology Laboratory and the North Dakota Industrial Commission’s Oil and Gas Research Program and Lignite Research Program, along with more than 260 public and private partners—is accelerating the deployment of CCUS technology in the PCOR Partnership region. The PCOR Partnership region comprises ten U.S. states and four Canadian provinces in the upper Great Plains and northwestern regions of North America. The Energy & Environmental Research Center leads the PCOR Partnership with support from the University of Wyoming School of Energy Resources and the University of Alaska Fairbanks Institute of Northern Engineering.
NDPC reports to WSI Board
Brady Pelton, VP and General Council for NDPC shared a report from our industry with the North Dakota Workforce Safety & Insurance (WSI) board on August 21, 2024.? He provided updated stats on the NDPC ONE-BASIN, One Way! safety orientation.? Since July 2019, over 70,500 certificates have been granted and more than 4,800 safety training sessions have been offered to North Dakota workers in our industry.
NDPC is also a proud partner of WSI's "Get Home Safe - North Dakota" statewide initiative which began this summer.
Continental Resources Donates School Supplies
Employees from the Continental Resources Williston Basin offices were busy stuffing 1200+ backpacks with school supplies and distributing to elementary schools across the North Dakota communities in which they operate, including Dickinson, Williston, and Alexander. Continental Resources invests in the education of America's future workforce and community leaders by providing more than $700,000 in educational grants to help more than 230 schools create or sustain innovative, hands-on programs. This grant is meant to augment existing programs or help create new ones that foster learning in key areas of reading, science, math, technology or engineering.
The Funding the Future program is open to teachers in Continental’s operating areas in Oklahoma, North Dakota, South Dakota, Montana, Wyoming and Texas.
Congratulations to Mrs. Lorenz from Beulah Elementary School (pictured above) for being a 2024 Funding the Future grant recipient receiving $500 from Continental Resources to purchase non-fiction books for her classroom.?

Hess Corporation Donates to Adaptive Sports Program
A major contribution from Hess Corporation will support an entire season of adaptive sports in the Minot area. Prairie Grit Adaptive Sports shared their appreciation after the generous donation of $27,000 from Hess Corporation. This contribution will significantly support the nonprofit's 2024 Summer Adaptive Sports Programs, which provide various inclusive sporting opportunities for youth and adults.
The funding will enhance Prairie Grit's summer programming, which includes adaptive soccer, dance camps, wheelchair basketball camps, adaptive fishing, and many other activities. These programs cater to individuals living with physical and mental disabilities, offering them the chance to engage in sports, build community, and enhance their quality of life.
Since its inception, Prairie Grit Adaptive Sports has impacted over 350 participants offering more than 45 adaptive activities. The organization's mission is to provide sports opportunities for youth and adults living with disabilities, enhancing their quality of life through active participation and community involvement.
Hess Corporation’s support underscores its commitment to community involvement and inclusivity. This donation will enable Prairie Grit to continue expanding its reach and improving its offerings, ensuring that more individuals can experience the joy and benefits of adaptive sports.
NDPC Partners with OneNexus and Assured Partners
The North Dakota Petroleum Council is partnering with OneNexus and AssuredPartners to offer a new type of financial assurance for plugging & abandonment of wells in North Dakota.
OneNexus offers operators a way to fund their future decommissioning obligations while also meeting the Financial Assurance requirements set forth in NDAC 42-02-30-15.
With OneNexus coverage, operators receive a cash payout when wells are plugged and the financial assurance obligation is released by the North Dakota Department of Mineral Resources.? This life insurance-like coverage ensures that funding will be made available when oil and gas assets are decommissioning.

Regulatory Update
Industry Partnership Advances Methane Reductions Through Collaboration and Innovation
The Environmental Partnership (TEP) is a voluntary program that many NDPC members participate in.? The American Petroleum Institute (API) shared a post in August that explains and highlights the 2024 TEP Annual Report Executive Summary .?
Highlights from the annual report include:
Reducing Flaring:?In 2023, participating companies continued to reduce their flaring, achieving a 6.6% reduction in flare intensity and a 10% reduction in total flare volumes compared to the previous year, even as U.S. oil and gas production grew by 9% and 4%, respectively, during the same period.
Replacing Pneumatic Controllers:?Since 2018, participating companies have removed or replaced more than 180,000 gas-driven pneumatics, resulting in the permanent reduction of an estimated 355,421 metric tonnes of methane emissions per year released into the atmosphere based on EPA’s mandatory emissions reporting requirements in place in 2023.
Enhancing Detection and Monitoring Strategies:?By implementing robust leak detection and repair programs, companies have reduced their leak occurrence rate from a reported 0.16% in 2018 to a reported 0.06% in 2023, or less than one component leaking in 1,000.
Participants in The Environmental Partnership (TEP) have demonstrated their continued commitment to improvements by achieving reduction in flare intensity and total flare volumes compared to last year, even as oil and natural gas production has increased in the U.S.

Keep It Local ND Coalition
Keep It Local is a statewide coalition against Measure 4 that seeks to abolish property tax in North Dakota.
At the recent Main Street Summit event last week, Governor Burgum addressed the crowd of over 400 and shared he was not a fan of Measure 4 and that if passed it would lead to "disastrous results".? Geoff Simon recapped this discussion well in the August 30 Western Dakota Energy Association (WDEA) newsletter .?
Keep It Local coalition members represent a broad spectrum of North Dakota interests, including agriculture, public safety, education, energy, cooperatives, business and local, city and county government.?
