As South Africa approaches life after the pivotal 2024 elections, the political landscape is more complex and unpredictable than ever. With the African National Congress (ANC) losing support and new parties like UMKHONTO WESIZWE (M.K.), led by Jacob Zuma, the Economic Freedom Fighters (EFF), and the Democratic Alliance (DA) gaining ground, many South Africans are left wondering what the future holds.

The Cynefin framework categorizes situations into five domains: Clear, Complicated, Complex, Chaotic, and Confused, each requiring different strategies.

Scenario:

Areas where the ANC’s policies have previously worked well and need consistent application. Areas where existing political agreements with opposition and procedural protocols are straightforward and well-established.

Strategy for ANC:

  • Sense, Categorize, Respond: Identify successful past policies and communicate these achievements to regain public trust. Ensure the continued application of best practices in smoothly running public services. Work towards finding common policy views with other political parties and incorporate their variations into an inclusive policy framework and collaborative working relationship. Identify clear, non-controversial areas of cooperation with potential allies, such as shared goals in basic public services or agreed-upon legislative procedures. Communicate clearly the benefits of cooperation in these areas to build a foundation of trust and mutual understanding. Implement agreed-upon protocols and maintain consistency to strengthen the alliance on fundamental issues.

Complicated Domain: Governing Constraints

Scenario:

  • Good Practices: Managing economic policies, international relations, and infrastructural challenges. Negotiating policy agreements that require expert analysis and balancing multiple interests, such as economic policies or infrastructure development.

Strategy for ANC:

  • Sense, Analyze, Respond: Utilize experts to develop strategies that boost the economy and address infrastructure issues. Collaborate with technocrats and policy analysts to create comprehensive plans. Engage policy experts from all potential coalition partners to analyze the benefits and drawbacks of proposed economic and infrastructural policies. Facilitate structured negotiations where each party's priorities and concerns are addressed through detailed discussions and expert input. Develop comprehensive policy agreements that incorporate the insights from these analyses, ensuring that all parties feel their interests are represented.

Complex Domain: Emerging Constraints

Scenario:

  • Exaptive Practices: Adapting to the evolving political landscape with new parties and addressing societal issues like unemployment and inequality. Building relationships and trust in a fluid and evolving political environment where the outcomes of cooperation are uncertain.

Strategy for ANC:

  • Probe, Sense, Respond: Experiment with new policies that address public grievances. Engage in grassroots movements to understand and respond to electorate concerns. Amplify practices that work and dampen those that don't. Initiate small-scale, low-risk collaborative projects or initiatives with other parties to test the waters and build rapport. Continuously sense the reactions and feedback from these initial efforts to understand the dynamics and adjust strategies accordingly. Amplify successful cooperative practices and build on positive outcomes to gradually strengthen the alliance, while dampening approaches that do not yield the desired results.

Chaotic Domain: No Effective Constraints

Scenario:

  • Novel Practices: Managing potential crises such as electoral violence or extreme political polarization. Managing immediate crises or high-stakes negotiations where the relationship between cause and effect is unclear.

Strategy for ANC:

  • Act, Sense, Respond: Implement immediate actions to restore order in case of unrest. Maintain clear communication to reduce misinformation and ensure a peaceful transition of power. Transform the chaotic situation into a complex one by establishing order. In crisis situations, act decisively to establish order and demonstrate leadership, such as mediating conflicts or addressing urgent political tensions. Sense the immediate aftermath to understand the evolving dynamics and identify potential pathways to stability.

Confused Domain: Unclear Constraints

Scenario:

  • Gather Information: Situations where it’s unclear which domain applies, requiring a deeper understanding of the context.

Strategy for ANC:

  • Assess and Move: Gather comprehensive information through open dialogue, surveys, and consultations with various political parties and stakeholders. Use this information to clarify the nature of the political landscape and determine which Cynefin domain best describes the situation. Move the situation into one of the other domains where appropriate strategies can be applied.

Practical Steps for the ANC to Build Alliances

  1. Initiate Open Dialogues: Engage in transparent and inclusive discussions with leaders of UMKHONTO WESIZWE (M.K.), EFF, DA, and other relevant parties. This can help identify common ground and mutual interests.
  2. Set Clear Goals and Objectives: Define clear, shared objectives for the coalition, such as improving economic growth, reducing inequality, or enhancing public services. This can serve as a solid foundation for cooperation.

The ANC will survive the difficult times and grow bigger. The first that I suggest the party must do is to look outside allow other people to work closely with them in order to advise so as to see other people’s misery and suffering.
