Cyber threats are at an unprecedented rate of evolution, informed by geopolitical tensions, AI developments, and increasingly complex supply chains. The Global Cybersecurity Outlook 2025, published by the World Economic Forum in collaboration with Accenture, offers a grim outlook: increased cyber inequity faces organizations that struggle to protect their digital ecosystems. As the cyber risks become sophisticated, this creates an increasing gap between those who are strong and those who are weak.

Meanwhile, some of the most alarming findings of this year's report reveal increasing cyber inequity: a massive rise-sevenfold increase since 2022 to 35%: how small organizations view their lack of sufficient cyber resilience. Large organizations, on the other hand, have reduced their cybersecurity inadequacy by almost half, extending the chasm between the cyber "haves" and "have-nots." As suggested by 71% of cybersecurity leaders, it's an imbalance nowadays systematic risk, where they have reached this inflection point at which they are unable to defend themselves sufficiently. Interrelated supply chains mean the cascading of the attack vectors from these vulnerable businesses toward other firms. The threat landscape is further escalating: 72% of organizations said cyber risks had increased in the last year; ransomware was again the greatest concern, with 45% of businesses experiencing an incident. The use of Generative AI by cybercriminals is increasingly making attacks more sophisticated, as 42% of organizations said they experienced a social engineering incident. Meanwhile, identity theft has become the leading personal cyber risk, reflecting how cyber threats are no longer solely confined to an organization.

While 66% of organizations are expecting AI to impact cybersecurity significantly in the coming year, only 37% have security measures in place before deploying AI tools. The paradox of rapid AI adoption without proper safeguards is creating new vulnerabilities. Cybercriminals take advantage of such vulnerabilities, hence there is 223% growth in deepfake-related tools on the dark web in Q1 2024 compared to Q1 2023. Attackers leverage AI for phishing attacks, crafting credible deepfake-based frauds that become quite difficult to trace. Geopolitical tensions, too, have been a shaping force for cybersecurity. Indeed, 60% of the organizations said geopolitical risks have impacted the way they go about defending against cyber threats.

Meanwhile, 54% of large organizations identify supply chain security as their biggest barrier to cyber resilience, with increased reliance on third-party vendors and cloud services, coupled with a lack of visibility and oversight into the security of those suppliers. Moreover, organizations are failing to cope with the fragmentation of global cyber regulations: 69% of organizations claimed that compliance is too complicated as different regions' laws and regulations overlap. The cybersecurity skills gap continues to be one of the biggest challenges. It has grown by 8% since 2024, and two-thirds of organizations now report a shortage in qualified cybersecurity skills. This problem is more acute in the public sector, with 49% of the organizations citing a lack of workforce tremendous 33% increase from 2024. In fact, without competent people, it would be impossible for an organization to keep pace with the evolution of cyber threats. Cyber complexity is growing, compelling businesses and governments to revisit their security approaches. Reinforced public-private collaboration, more investments in AI-driven cybersecurity solutions, and higher levels of regulatory harmonization-these three key factors will be indispensable to creating a resilient global digital ecosystem.
