In the expansive landscape of DevOps, where People, Process, and Culture converge, the journey unfolds as a dynamic interplay. Whether examined through the CALMS framework - Culture, Automation, Lean approaches, Measurement, and Sharing - or alternative paradigms, DevOps stands as an ongoing expedition. Many enterprises excel in automations, tool choices, and effective KPI measurements but grapple with leaving an indelible mark on the cultural side - a critical linchpin for DevOps success, challenging to quantify with traditional KPIs.
So, how do we shape our strategy for culture change? Let's categorize culture change initiatives into two dimensions: restrictive and liberating. While an initial restrictive approach may provide a solid starting point, the key lies in gradually progressing toward the liberating side to unlock DevOps's full potential.
Consider two dimensions through real-world examples:
Deployment Stability:
Restrictive: Some enterprises find success by limiting deployment access and adding approvals from higher authorities in Continuous Deployment pipeline.
Liberating: A more progressive approach involves automated testing, Blue-Green deployment for seamless transitions, and simultaneously phasing out stringent approval processes, empowering the development team.
Organization Structure:

Restrictive: Centralized DevOps teams, common in large enterprises, offer success by establishing uniform tools and standards.
Liberating: Transitioning to a true agile pod-based approach, while challenging, often breaks free from DevOps becoming synonymous with restrictive policies. Striking a balance is crucial, avoiding quick, unsuccessful attempts to adopt a pod style while regaining control over disparate processes.
In essence, there is no one-size-fits-all solution. The journey is a delicate equilibrium between restrictions and liberations. Finding that sweet spot between these extremes will yield the right balance, unlocking maximum value for the organization.
