Overview of the DLA
The DLA is a massive organization, managing over 100,000 active solicitations at any given time across its various commands.
These include:
- DLA Disposition Services - Handles the disposal and demilitarization of equipment and materials
- DLA Distribution - Manages the DLA's global network of distribution depots
- DLA Aviation, DLA Land & Maritime, etc. - The various commodity-focused commands
Navigating DLA Contracting
Getting started with DLA Contracting can be daunting, but the key is understanding the different phases:
1. Pre-Award - Registering in systems like SAM, researching solicitations on DIBBS, and developing a bidding strategy.
2. Post-Award - Properly packaging, labeling, and invoicing contracted items to DLA standards.
3. DoD Certifications - Obtaining certifications like the Enhanced Joint Certification Program (eJCP) to access Controlled Technical Data.
