In my experience it is pointless coaching squads if there is no executive support. These circumstances dictate to start with the executives and build a compelling case for change. To start you'll probably need some generic metrics, time to market, reduced defects and the increase satisfaction of customers and employees. Then you'll need to run experiments to show the improvements in their organisation. Once you have improvement data - then you'll have executive support.
