National Assembly: Commencement of the First Regular Session of 2025

In accordance with republican principles and constitutional provisions, the National Assembly proceeded, yesterday Sunday March 2, 2025, to the opening of its First Ordinary Session of the year with a protocol ceremony, including military honors rendered by the National Gendarmerie.

The solemn ceremony was held under the chairmanship of His Excellency Mr. Dileita Mohamed Dileita, President of the National Assembly, and in the presence of His Excellency Mr. Abdoulkader Kamil Mohamed, Prime Minister, members of the Government, elected representatives of the Nation, as well as many high-ranking personalities from various backgrounds. ?

Also members of the diplomatic corps, representatives of international organizations, general officers, local authorities, elected officials and many actors of civil society. After the solemn performance of the national anthem, the President of the National Assembly, in his opening speech, shared his perspectives and ambitions for this new parliamentary session. ?

He highlighted the historical significance of this session, which coincides with the beginning of the holy month of Ramadan, a period of contemplation, spirituality and strengthening of common values. ?

He also welcomed, with particular consideration, the presence of a delegation of student officers from the Arta Joint Military Academy (AMIA). ?

President Dileita Mohamed Dileita recalled that this parliamentary session takes place in a context marked by an event of continental scope:

The triumphant election, on February 15, 2025, of His Excellency Mr. Mahmoud Ali Youssouf, former Minister of Foreign Affairs and International Cooperation, as President of the African Union Commission. ?

During this inaugural session, the national representation greeted with a standing ovation the triumphant election of His Excellency Mahmoud Ali Youssouf as President of the African Union Commission. ?

The President of the National Assembly paid a warm tribute to this prestigious distinction, which, carried by the enlightened vision of the Head of State, His Excellency Mr. Isma?l Omar Guelleh, crowns decades of commitment to continental unity and integration. ?

His foresight and determination have enabled the Republic of Djibouti to assert itself as a key player on the African and international scene.

After the speech of the President of the National Assembly, His Excellency Mr. Abdoulkader Kamil Mohamed, Prime Minister, presented before the representatives of the Nation gathered in plenary session, the general policy speech of the Government. ?

Prime Minister, HE Abdoulkader Kamil Mohamed, presented today the government's general policy statement to the national representation. He outlined the main priorities for 2025, structured around five strategic axes: economy, industrialization, energy, national solidarity and diplomacy. ?

The Prime Minister praised Djibouti’s economic resilience in the face of global crises. He announced a growth target of 7.5 to 8 percent by 2026, driven by massive investments in infrastructure and technology. He highlighted the modernization of the port sector, which recorded a 35.2 percent increase in cargo volume and an exceptional 940 percent growth in transshipment in 2023.

Prime Minister His Excellency Mr. Abdoulkader Kamil Mohamed reaffirmed the government's commitment to inclusive growth, with universal access to education and health, particularly in remote areas.

The “zero slums” initiative and the construction of thousands of housing units. Support programs for vulnerable populations, particularly women and young people.

The Prime Minister welcomed the election of Mahmoud Ali Youssouf as President of the African Union Commission, a symbol of Djibouti's diplomatic influence. He reaffirmed the country's commitment to regional integration and peace in Africa. ?

After the closure of the agenda, marked in particular by the presentation of the general policy statement presented by the Prime Minister, the President of the National Assembly, His Excellency Mr. Dileita Mohamed Dileita, took the floor to adjourn the session.

Speaking on behalf of the entire national representation, he extended his most sincere wishes to all citizens on the occasion of the holy month of Ramadan. He expressed the wish that this blessed period be marked by peace, solidarity and spirituality.
