We have been selected as one of the third parties (TPA) for enrolment of companies on an Indian basis under the National Apprenticeship Promotion Scheme (NAPS) by the government of India across all sectors and trade (Designed & Optional)

Arnav Infosoft is interested in enlisting your esteemed organization under NAPS as per the existing. Government of India act wherein an establishment having more than 30 employees is mandated by Law under the apprenticeship rules,1992 as part of apprenticeship act 1961 (Amended in 2014) {Relevant extracts enclosed for Reference}. I am enclosing a draft proposal which in detail spells out the benefits to an organization, deemed benefits to an apprentice, the roles and responsibilities of ARNAV as the TPA. Also enclosing few references in support of the points mentioned.

?PROPOSAL FOR ENROLMENT OF ALLIED JOB ROLL UNDER NATIONAL APPRENTICESHIP PROMOTION SCHEME (NAPS

Introduction

The government of India has introduced National Apprenticeship Promotion Scheme in 2016 with the broad aim of creating a pool of skilled manpower with the help of Industries who are rightly equipped to train the people as per the industry needs. To achieve this goal, the Apprentice Act 1961 and the Apprentice Rules 1992 were amended to make the enlistment of Apprentices for all Organizations, both manufacturing and services mandatory for companies having 30 or more employees (permanent + contractual) from 2.5% to 15% of the total manpower. In this regard, Arnav Infosoft Pvt Ltd (Referred to as ARNAV) was admitted as one of the Third Party agencies (TPA) by the National Skill Development Corporation on 16 March 2021 across all trades and sectors at the Pan India level to create awareness and enlist the companies under this scheme. The government of India under NAPS introduced financial incentives to attract the different organizations to be part of the scheme and help in the larger skill development and nation-building

Background of the TPA

Arnav Infosoft Pvt ltd has been in existence since 27 January 2011. The company has been extensively working for the skilling of youths of India, IT & food processing and in this regard has conducted numerous skills training sessions under the aegis of the different Skill Development Councils. The company has also been part of different activities like JOB FAIR & LEADERSHIP PROGRAM conducted by the different State governments, institutions, and industries partnership have earned appreciation for their work in this field. The ARNAV INFOSOFT is also actively involved in HR staffing, IT development, and now venturing into Entrepreneurship skill developments.

Conduct of the Scheme.

To enroll Apprentices into the organization from the age of 14 to 25 with education qualifications eighth and above (however the education qualifications given in the particular job roles of the organization will hold precedence).:

1. The present employees who do not have a PF number can be converted into Apprentice trainees by an organization if volunteered.

2. The apprentices being enrolled under NAPS can be paid a stipend with no upper limit and is dependent on the Company policy (No payment of PF, ESIC, Gratuity, or Bonus).

3. To enroll apprentices from different education and ITI, Diploma B.Tech trained background, which will determine the period of their apprenticeship and their need for undergoing Basic Training before being eligible for the Skill Certification examination?

4. The Apprentice trainees will be enrolled for a fixed duration up to a maximum of 2 years depending upon their education qualification and skill training level at joining.

5. The Apprentices will be carrying out the normal work for the organization as per the job roles and that will be considered as ‘on the job training for the duration of the apprenticeship

6. The fresh joiners who do not form part of any other joiners category need to undergo a maximum of 3 months/500 hours Basic Training Program (BTP) at the work premises (depending upon the training hours mentioned for that job role in the NSQF)

7. The apprentices will need to undergo a skill certification examination towards the end of their apprenticeship period to be conducted by the concerned Sector Skill Council.

8. The apprentices need to be on the Roll of the organization for getting the benefits being given by the Government.

9. The Organization will pay them the stipend at the end of every calendar month as agreed with the Apprentices and then the monthly invoices can be raised on NSDC for getting the incentives as envisaged in the scheme (option of payment from CSR budget also exists)

10. Similarly for the conduct of BTP, at the end of every month an invoice can be raised for getting the incentives as given in the scheme.

11. A NAPS portal for online submission of all data has been created which has to be populated by the Organization and all the Apprentices with the help of the TPA.

12. There are Reports and Returns, approval of the BTP Training Centers, the conduct of Certification examinations, issuance of certificates, which are to be carried out periodically and are done by the approved TPA.

Benefits to the Organization

The organization does not have to pay PF, ESIC, Gratuity, or any other incentives to the Apprentice Trainees for the duration they are under NAPS.:

1. Organization will be given an incentive of 25% of the Apprentice stipend being paid to each Apprentice Trainee up to an upper limit of Rs 1500/- per month per apprentice.

2. Organization can enroll 2.5% to 15% of the total employee's strength (permanent + Contractual) which is likely to go up to 15% in the future.

3. Organization can utilize the CSR budget for all expenditure related to the Apprentice Trainees under NAPS including payment of stipend (for apprentices’ number greater than 2.5% of the total manpower) and TPA service charges.

4. Organization can claim reimbursement of Rs 15/-- per hour for the duration of BTP for the fresh joiners as per the course duration for the job role as specified in the NSQF (maximum 3 months/500 hours) or as given in the NAPS guidelines.

5. Government envisages a lesser attrition rate as the apprentice trainees will prefer staying back to earn the job experience, skill certification, and at times better cash in hand.

6. Organizations have the liberty to pay the Apprentice trainees up to 70% of the prevalent Minimum Wages for the State and the skill level.

7. The saving to an organization considering the factors mentioned above while comparing an apprentice trainee and an employee on contractual employment is approximately Rs 60000/- considering the Minimum wage of Rs 10000 for semiskilled labour.

8. For Organizations having multi-location facilities, the total manpower is calculated at pan India and outside India locations but Apprentices can be enrolled in one or more locations at the discretion of the organization.

Support from the TPA

To create awareness and explain all facets of NAPS to the Organization so that the organization understands the benefits and risks involved with the scheme.

1. To register the Organization in the NAPS portal and also fill in all the organization details needed for Registration.

2. To obtain the data from organization SPOC and fill each individual's datasheet in the NAPS portal and update on occurrence.

3. To initiate the different Reports and Returns mandated by the NAPS and ensuring their correctness and timeliness.

4. To furnish Reports and Returns periodically to the organization as mandated in the agreement.

5. At the end of every month, prepare the invoice correctly with all relevant attachments and submit the same to the concerned organization of the Government of India.

6. Liaise with the concerned persons and ensure the release of the stipend timely to the organization.

7. To assist the organization in ensuring the BTP Training Centers are approved by the appropriate authorities.

8. To assist in the approval of the optional job roles through the SSCs, however, all the work related to the development of the curriculum will be the responsibility of the organization.

9. To assist the organization in timely reimbursement of the BTP training cost for the fresh apprentices as per the NAPS norms.

10. To assist the organization in the conduct of the Apprentice skill examinations and issuance of the requisite certificates.

11. To carry outsourcing of the Apprentices trainees for the organization as a separate offering in case the same is mutually agreed.

12. To carry out the BTP on behalf of the organization as a separate offering in case the same is mutually agreed upon.

Benefits to an Apprentice Trainee

To get skilled in a job role at the expense and expertise of an organization for future employment and career growth.

1. To get a Government of India recognized Skill Certificate which will enhance personal pride and dignity and at the same time enhance job opportunities.

2. To get more cash in hand at the end of the month which is important and need at this young age and beginning of a youth's career.

3. Opportunity to get permanent employment is increased in case of good performance during the Apprentice trainee period.
