Mary Ann Tilton and Darlene Forst met with Paul to review his concerns and suggestions.   

DES is working on changes to streamline and limit conservation commission role on PBN repair projects and restore the historic PBN process for others. DES will include wetland rules changes to the Permit By Notice (PBN) process to address these concerns. The latest wetland rule proposed changes will include the following changes:

.              Designate existing PBN repair projects to be processed without conservation commission review;

.              Provide for a More Information PBN request and response process (like pre-12-15-19 rules); and

.              Designate other eligible PBNs projects to be processed within 10 days with Conservation Commission waiver of intervention or within 25 days of receipt without conservation commission waiver. 

We are also planning changes to the PBN forms and will be updating these when the proposed rules are filed. 

We hope to have these changes before the Wetlands Council next week which will start the rulemaking process.
